China Partners for Regional Transformation

Innovation, market expansion, risk mitigation, and scalability are all greatly facilitated by digital technology partnerships. With this, Chengdu City and China Resources Group, a state-owned conglomerate, have signed a strategic cooperation agreement and several investment initiatives totalling over 10 billion yuan (S$2 billion) in investment.

This partnership seeks to strengthen cooperation in a variety of sectors, including regional headquarters, new consumption, green and low-carbon initiatives, urban construction and operation, medicine and health, electronic information, and financial services. The objective is to establish Chengdu as a significant development pole and new regional powerhouse.

Six project investment agreements were finalised. These include the Chengdu Business Headquarters Project of China Resources Financial Leasing, which will concentrate on industrial financial cooperation and support the Western region’s real economy.

The Chengdu-Chongqing Headquarters of China Resources Pharmaceutical Commercial and the International Pharmaceutical Equipment Supply Chain Service Centre Project will capitalise on Chengdu’s logistical advantages to strengthen its strategic position in pharmaceutical distribution.

Chengdu will develop a digital city industrial ecosystem with the assistance of the West China Headquarters of China Resources Digital Technology and the National Headquarters of the Internet of Things initiative. It seeks to introduce digital government and smart city operation resources, thereby promoting the development of a more intelligent Chengdu.

The partnership’s objective is to implement advanced digital government systems and smart city operations in Chengdu. The purpose of utilising digital technologies such as data analytics, the Internet of Things (IoT), and artificial intelligence (AI) is to improve governance efficiency, optimise resource allocation, and enhance the overall quality of life for citizens.

The integration of digital government initiatives will streamline administrative procedures, facilitate seamless online services, and increase decision-making transparency and accountability. Parallel to the implementation of smart city operations, interconnected sensors and devices will collect real-time data, enabling intelligent monitoring, analysis, and administration of various urban systems.

This will result in an improvement in infrastructure, energy efficiency, public safety, and urban planning. The goal is to transform Chengdu into a wiser city that embraces technological advances and uses data-driven insights to create a sustainable, inclusive, and prosperous urban environment for its citizens.

The conclusion of the second phase of the China Resources Beverage Southwest Regional Headquarters and Production Base will establish it as the premier intelligent production base for China Resources C’estbon, a prominent brand in the national beverage industry. This initiative will increase the region’s green food industry.

The mission of the China Resources Vientiane Shopping Centre initiative is to develop an urban commercial landmark that combines intellectual aesthetics and artistic culture. By optimising Chengdu’s commercial layout, the city hopes to increase brand penetration and regional service capabilities, thereby contributing to the development of an international consumption hub.

Lastly, China Resources Land Yinghui Road Gas Company’s comprehensive development initiative will facilitate the organic renewal of Chengdu City. It will promote Chengdu’s overall development by enhancing the city’s functions and image through the integration of its resources.

These strategic cooperation and investment initiatives between Chengdu and China Resources Group represent significant advancements in a variety of sectors, thereby fostering economic growth, innovation, and sustainability in the region. This partnership aims to leverage the strengths of both parties to establish a prosperous future for Chengdu and its inhabitants.
