Advancing digital governance and fostering innovation in artificial intelligence (AI) were central themes of Minister Josephine Teo’s address at the NUS Institute of Systems Science (NUS-ISS) Annual Luncheon. Reflecting on the strategic review of NUS-ISS, Minister Teo acknowledged its critical areas such as executive education, graduate programmes, international industry engagement, and organisational development. Singapore is focusing on five essential pillars of digital governance to achieve excellence:
Infrastructure Development: A robust digital infrastructure is crucial for achieving connectivity and supporting technological advancements. Minister Teo emphasised that without well-developed infrastructure, the pursuit of digital excellence would be futile.
Capability Development: Enhancing the capabilities of the workforce within enterprises and research communities is vital. This involves not only gaining hands-on experience with technology but also effectively managing operational projects. Developing these capabilities is key to effective governance in the digital age.
Laws and Regulations: Effective digital governance requires staying ahead of emerging trends and balancing regulatory frameworks. Minister Teo stressed the importance of managing risks and setting guidelines that adapt to new challenges while avoiding over-regulation, which can stifle innovation.
Partnerships: Collaboration with a range of partners, including social service agencies, is essential for a holistic approach to digital inclusion. Engaging various stakeholders helps address diverse needs more effectively and ensures a comprehensive response to challenges.
International Collaboration: Given the global nature of technological advancements, international cooperation is crucial. The upcoming Smart Nation 2.0 initiative, marking the 10th anniversary of the Smart Nation programme, advances Singapore’s journey in digital innovation. This new phase aims to further enhance the country’s digital capabilities and innovations. The Minister highlighted that the pillars of digital governance are supported by three core objectives: fostering growth opportunities for individuals and businesses, ensuring trust and safety, and strengthening community unity amid rapid technological changes.
Turning to AI, Minister Teo outlined Singapore’s strategy of focusing on niche areas where the country can excel, drawing comparisons to its achievements in aviation and semiconductors. The goal is to build a vibrant AI ecosystem that leverages Singapore’s unique strengths and drives innovation.
AI innovations offer substantial benefits for the public sector, including improvements in services such as rail systems, maintenance, and healthcare, where AI can enhance precision and personalisation. However, the development and implementation of these applications demand significant time and resources, underscoring the need to establish AI centres of excellence to drive impactful advancements and ensure sustainable growth.
Singapore is advancing its AI agenda and strategy through international relations and partnerships, focusing on developing global standards, collaborative research, and secure, responsible innovation.
At the second U.S.-Singapore Critical and Emerging Technology (CET) Dialogue, Minister Josephine Teo highlighted efforts to expand governance frameworks to include generative AI, align testing practices, and enhance trusted data flows and privacy technologies. This approach reflects Singapore’s dedication to responsible and secure AI innovation.
