The eShram portal, launched by the Ministry of Labour and Employment (MoLE), has achieved a significant milestone by registering over 30 crore (300 million) unorganised workers within just three years. This rapid growth highlights the portal’s effectiveness and the government’s commitment to improving the welfare of unorganised workers across India.
The eShram portal was designed with the vision of becoming a comprehensive “One-Stop-Solution” for the country’s unorganised workforce. This vision was reinforced during the 2024-25 Budget speech, which outlined plans to integrate eShram with other governmental portals.
This integration aims to streamline access to various social security schemes and ensure that unorganised workers can easily benefit from the available services. By doing so, the government intends to create a unified platform that will enhance the delivery of these schemes and ensure that no eligible worker is left out.
A primary objective of the eShram initiative is to integrate it with several key welfare schemes. This integration aims to provide seamless access to these benefits via the eShram portal, thereby enhancing the reach and effectiveness of the welfare programmes. By streamlining access through a single platform, the initiative seeks to ensure that more unorganised workers can benefit from these vital services.
An important aspect of the eShram initiative is its integration with the Skill India Digital Hub (SIDH). This two-way integration will allow registrants to seamlessly access services from both platforms, enhancing their ability to receive skill development training and other support services. This integration is a significant step toward ensuring that workers can benefit from a range of services designed to support their professional and personal development.
To ensure that the benefits of these welfare schemes reach all unorganised workers, including those working at the grassroots level, MoLE is actively working on expanding the reach of eShram. This includes onboarding health workers such as ASHA and Anganwadi workers, individuals engaged in village-level work, and workers involved in construction projects under MGNREGA.
Regular inter-ministerial meetings are being conducted to coordinate efforts across various ministries and departments. These meetings involve key ministries such as the Department of Financial Services (DFS), Ministry of Housing and Urban Affairs (MoHUA), Ministry of Rural Development (MoRD), Ministry of Road Transport & Highways (MoRTH), Department of Fisheries (DoF), National Health Authority (NHA), and State BOCW boards.
The Ministry of Labour and Employment has also reached out to additional ministries, including the Ministry of Panchayati Raj (MoPR), Ministry of Health and Family Welfare (MoHFW), and Ministry of Rural Development (MoRD), to expedite the registration of unorganised workers on the eShram portal. This outreach is crucial for ensuring that all workers are included and can access the benefits they are entitled to.

The focus is on bridging the digital divide to provide equal access to online services, educational resources, and economic opportunities for everyone.
