New Zealand’s Strategic Push to Harness AI

New Zealand is making a concerted effort to harness the potential of Artificial Intelligence with a strategic approach spearheaded by Science, Innovation, and Technology Minister Judith Collins. The government has launched two significant initiatives aimed at boosting AI adoption among businesses and enhancing access to government services through advanced technology.

The first initiative, the AI Activator, is a comprehensive programme designed to support New Zealand businesses in integrating AI into their operations. It offers a range of resources, including access to AI research experts, technical assistance, AI tools, and options for funding and grants.

The goal of the AI Activator is to help businesses overcome the barriers to AI adoption, enabling them to capitalise on its benefits and remain competitive as AI technology rapidly evolves globally. Collins highlighted that AI is projected to contribute $76 billion to New Zealand’s GDP by 2038. By improving businesses’ awareness and capabilities in AI, the AI Activator aims to ensure that New Zealand can fully leverage this transformative technology.

In addition to the AI Activator, Collins introduced the pilot of GovGPT, an innovative AI-powered chatbot designed to streamline access to government information and services. Developed by Callaghan Innovation with Whāriki Maori Business Network and an unnamed tech partner, GovGPT employs retrieval-augmented generation (RAG) to enhance information accuracy by cross-checking data against authoritative sources.

GovGPT is intended to be a “digital front door” for users, allowing them to easily access and interact with government agencies. The chatbot supports multiple languages, including Te Reo Māori, and is capable of processing both textual and speech inputs. This feature aims to make government services more accessible and convenient for all users. GovGPT will be continuously updated to enhance its functionality and user experience, including customisation options like different voices, tones, and speech speeds.

Both the AI Activator and GovGPT will be managed by Callaghan Innovation, which will fund these initiatives through baseline allocations. These efforts are part of a broader strategy to strategically integrate AI into various sectors and support New Zealand’s digital economy.

The AI Activator is a collaboration between Callaghan Innovation, New Zealand Trade and Enterprise (NZTE), and the National Institute of Water and Atmospheric Research (NIWA). NZTE will host in-person workshops to boost AI knowledge and capabilities among export businesses, while NIWA will leverage its expertise in AI for research and operational forecasting to support stronger connections between researchers and businesses.

The introduction of these initiatives reflects the government’s commitment to ensuring that New Zealand remains at the forefront of AI innovation. By providing businesses with the tools and support they need to integrate AI, and by improving access to government services through advanced technology, New Zealand aims to maximise the economic and social benefits of AI. The AI Activator and GovGPT represent significant steps toward building a robust AI ecosystem that can drive productivity, enhance service delivery, and foster a more innovative and competitive business environment.

OpenGov Asia reported that the Ministry of Social Development is modernising its social media investigations by ending anonymous profiles and adopting AI-driven analytics. This initiative will improve data accuracy and efficiency while ensuring transparency and ethical practices. By using verified digital identities, robust data protection, and real-time monitoring, MSD sets a new standard for responsible and innovative digital engagement.

New Zealand’s approach demonstrates a proactive stance in embracing AI technology. The government’s strategy to support businesses and improve public service access through AI not only highlights the potential economic benefits but also underscores the importance of preparing for a future where AI plays a central role in various aspects of life and business.
