China: Information Services with Semantic Robots

Compared to pre-COVID-19 times, the information services of colleges and universities have undergone significant alterations throughout the pandemic. Due to the inability to talk face-to-face, many duties can only be performed by network communication software, and online work has profoundly influenced the creation of communication robots.

The widespread use of intelligent communication services during the pandemic, the ongoing accumulation of distant and online transaction processing expertise and the dependence and habits acquired by college users continue to encourage the development of consultation robots.

In this regard, how to comprehend the intelligent management methods developed during the pandemic, further strengthen, and improve the functions of intelligent Q&A and business robots and provide teachers and students with more convenient and high-quality normalised information services is a new challenge facing the university information department nowadays.

Hit by the virus, the nation’s real GDP declined 6.8% year-over-year in the first quarter of 2020, although smart manufacturing under the integration of AI and the secondary industry fared exceptionally well. On the other hand, the high-tech manufacturing industry expanded by 8.9% year-over-year in March 2020, while industrial robot production climbed by 12.9%.

Although specific development data for consulting semantic robots is unavailable, based on the data of the AI industry, where semantic robots are located, and the case of the Jinan City Centre for Disease Control and Prevention deploying intelligent question-and-answer robots for the new crown epidemic described below, the AI industry in the epidemic is challenging the current governance.

A chat robot is a computer programme that converses via text or dialogue. It is also referred to as a consultation robot due to its application in the consulting services business. In today’s culture, consulting robots are not only widely employed in businesses and corporations, but they are also being steadily adopted by governments and in the academe sector.

Recently, seventeen departments, including the Ministry of Industry and Information Technology and the Ministry of Education, released the “Robot +” Application Action Plan, which proposes that by 2025, the density of manufacturing robots will be double that of 2020, and the application of service robots and special robots will increase. The capacity of robots to promote high-quality economic and social growth has been greatly strengthened, as has the robots’ breadth.

In order to speed up the expansion of robot applications, it was decided to implement the “robot +” application action, according to the plan. The strategy defines the primary objective, and the density of manufacturing robots will double between 2020 and 2025.

Concentrate on 10 key application areas, develop more than 100 innovative application technologies and solutions for robots, promote more than 200 typical application scenarios of robots with high technical levels, innovative application models and remarkable application results and create a number of “robot +” applications. Construct several application experience centres and test verification centres as benchmark enterprises.

The plan enhances the basic support capability of “robot +” application, proposes to build a collaborative innovation system for robot production and use, constructs a “robot +” application experience and test verification centre, and speeds up the development and promotion of robot application standards. Build a “robot +” application supply and demand docking platform, among others.
