Estonian firms vie for Philippine National ID contract

Estonian firms are interested to bid for the Philippine National ID contract.

According to a recent press release, the companies responsible for transforming Estonia into an advanced digital society have expressed interest in developing the national identification (ID) system of the Philippines.

They are also hoping to explore other opportunities in evolving technology-driven industries.

During a recent meeting in Manila, Estonia’s Ambassador-Designate to the Philippines Vaino Reinart relayed this message to Department of Finance Secretary Carlos Dominguez III.

Ambassador Reinart said that they are aware that the country is about to implement the digital ID and provide citizens with the identification system.

He added, “It is indeed a good time to come here and demonstrate what you could possibly be able to implement provided the digital ID is properly secured in place.”

What can Estonia offer?

The Secretary welcomed Estonia’s interest and had invited the companies to participate in the bidding for the national ID system contract.

According to him, “Our number one interest right now is the national ID, and we are going to be putting out the international tender docs pretty soon.”

Aside from exploring business partnerships here, Estonia can also tap the young and skilled workers of the Philippines.

These workers are quick learners, fluent in English, and can easily adapt to Estonia’s high tech work environment.

The Secretary highlighted that the young work force of the Philippines, having an average age of 23, can complement Estonia’s labour force, which has an average age of 41.

Among Estonia’s digital qualifications mentioned is the popular electronic video communications tool used worldwide.

Aside from that, 99% of the Baltic nation’s public services are available digitally. This includes the filing and the payment of taxes.

The representatives of the Estonian companies, in attendance during the meeting, are looking into opportunities that they can establish in the Philippines as well as partnerships with relevant institutions and businesses.

The Interested Firms

The Estonian companies present were involved in developing the country’s electric governance system. One company developed the secure software system of the Estonian government.

Another specialises in e-governance, e-finance, defence and security. The company behind the technical solutions for the Estonian e-ID was also present.

The last two companies deal with streamlining customs operations at the port of entry and engage in building management systems.

Philippine Identification System

OpenGov Asia earlier reported on the Philippine Identification System that will empower citizens to exercise rights and allow access to services.

The report highlighted the benefits establishing the Philippine Identification System (PhilSys) as outlined by the Philippine House of Representatives.

Some of the benefits include proof of identity, empowerment to exercise rights and privileges as well as access to vital services.

Moreover, among the vital services that Filipinos can gain access to include education, social protection, healthcare, banking, and finance.

PhilSys is a single national identification system for all citizens and resident aliens of the Philippines.
