Operational resilience is the ability of an organisation to continue to operate normally in the face of persistent disruptions. Cybersecurity is the most devastating and dynamic type of disruption in today’s digital world. It is not just about surviving security incidents anymore, but maintaining normal operations despite them.
Public sector organisations across APJ are expanding their digital services to deliver value to citizens quickly, as physical distancing becomes an accepted part of daily life. This expanded mandate can lead to an increase in an organisation’s attack surface, if not managed and addressed adequately.
Consumers are already comparing their user experience on public sector platforms to their favourite online streaming or ecommerce websites. The expectation is for these services to be always-on, while delivering a great user experience and protecting citizens’ personal data adequately.
Attackers might try to compromise not just consumer facing websites but intra-agency systems too, by attacking public sector employees and partners. Therefore, implementing a Zero Trust approach to securing access to critical resources is essential.

Security and user experience need to go hand in hand for digital government services
The question is, are you well equipped to:
New government services and operational resilience
Many governments are already well into a digital first strategy with several popular online citizen services for their constituents.
These services (e.g. online tax filing or Medicare portals) have evolved over a period of time, giving public sector agencies the time to make them more secure and available.
However, in today’s environment, governments are having to release new mobile apps and online services at a much faster pace than before (e.g. contact tracing applications).

In this situation, the underlying platform used for delivering and security these services should be able to support the quick pace of roll out.

Therefore, it is imperative for public sector to build operational resilience for e-government services for both established and newly emerging services equally.
To reach an authentic digital workplace and to realise the full benefits of productivity and seamless integration, establishing a specific plan, and identifying the current challenges is critical to help define the path forward.
Zero Trust architecture and the digital supply chain
Rapid roll out of digital services requires an expansion of the digital supply chain. This could be in the form of third-party contractors, sister agencies or even third-party code on government websites. These elements deliver a lot of business value but can also introduce risks. Those risks need to be managed effectively in order to maintain operational resilience.

This is why NIST (National Institute of Standards and Technology) in the US has advocated that government agencies address supply chain risk as a priority item in their cybersecurity framework. NIST has also released a recent paper advocating Zero Trust as a security design principle for application access.

Traditional perimeter-based security approaches relied on most employees and applications operating within an implied trust zone, i.e., the enterprise network. Zero Trust Architecture works on the assumption that every access request, whether it comes from within the enterprise network or from outside, is hostile.
This design principle works much better in an increasingly digital world, especially when attackers are moving rapidly to capitalise on the fast expanding risk surface.
Ultimately, building an operationally resilient cybersecurity posture requires the public sector to look at services delivery and security architectures that reduce risk by design and help deliver consistently strong user experiences.
So, how can public sector transform to a security model that explicitly verifies activities and enforce security controls for both end-users and privileged users from cyber-attacks?
