Philippines Digitises Motor Vehicle Registration

Vehicle owners in The Philippines can renew their registration process online. The online registration has eliminated the need for vehicle owners to visit any of the LTO’s district offices, according to LTO leader Assistant Secretary Jose Arturo “Jay Art” Tugade.

Owners, including private individuals, businesses, and organisations, can renew their vehicle licence through the Land Transportation Office’s (LTO) Land Transportation Management System (LTMS) portal. However, to use the online service, some prerequisites must be met.

Tugade clarified that the process only applies to vehicle owners with a valid LTMS portal account and whose last renewal transaction was conducted using the LTMS. To renew their vehicle registration digitally, registered owners must first obtain the appropriate certificate of coverage or insurance. The vehicle must have cleared a roadworthiness test from a private motor vehicle inspection centre (PMVIC).

“Both the validated insurance and the MV inspection report (MVIR) will be provided to the LTMS electronically,” he explained.

Once all conditions have been satisfied, the vehicle owner can use the LTMS site to finish the renewal procedure, including online payment.

“If your licence plate number ends in 3, you have the entire month of March to receive your choice of insurance coverage, get your car inspected at any PMVIC near you, and visit the LTMS portal for online renewal,” he added.

The LTMS portal, contains services such as an online driving course, driver’s licence application, examination traffic offences, and other information concerning LTO transactions.

The Philippines strengthened the country’s digitalisation. Previously, Metro Manila mayors permitted the implementation of a single ticketing system with the passage of the Metro Manila Traffic Code (MMTC). With regulated fines and punishments, the act facilitates interconnection among government entities dealing in transportation and traffic control throughout the metropolis.

According to Metropolitan Manila Development Authority (MMDA) interim chair Romando Artes, the unified ticketing system will benefit apprehended motorists because they can pay for their traffic-related offences despite where they were detained. In addition, the Land Transportation Office and municipal governments will also be advised to apply the harmonised fines and penalties.

The Philippines National Capital Region Police Office (NCRPO) enhanced its digital transformation service with the SAFE NCRPO APP Alert. The app was created to promote a more efficient and speedy method of reporting crime.

According to NCRPO chief Maj. Gen. Jonnel Estomo, the smartphone application can be utilised with a finger touch to quickly communicate an alert to the nearest police officers patrolling in their area of jurisdiction. The app connects to an alert service monitored by the NCRPO’s Tactical Operation Centres (TOCs). Additionally, the programme will deliver alerts via a short messaging system (SMS) if no mobile network coverage is identified.

The Philippines also improved online booking for spaces and booths for market merchants in Quezon City, Philippines, by utilising the Market One-Stop Shop platform (MOSS). The portal would locate vendor areas that are “cit” and barrier-free. It is also part of Mayor Joy Belmonte’s goal of making Quezon City a desirable commercial destination. With the new system, the city government promises a simple application process for renting a stall, including payment and collection of market rentals. The service will also make life easier for the city treasurer’s office, as they will no longer have to collect rent in person.

Calabarzon’s Department of Science and Technology (DOST 4-A) has also devised a smart agriculture approach that is aiding smart agriculture by improving the output of high-end melon kinds. Bukid Amara’s fully automated greenhouse uses a drip irrigation system, and the company has developed a musk melon nutrient solution that is given using drip irrigation. The farm’s irrigation and nutrient feeding programme is plant-driven, with the amount of irrigation, nutrient concentration, and fertigation percentage varying according to crop growth stage, season, and crop evapotranspiration rate.
