United States: Generative AI in Defence

Generative AI has become a cornerstone of technological innovation, impacting diverse sectors with remarkable capabilities, including the country’s defence. This advanced technology has significantly influenced how military operations are conducted, intelligence is gathered, and strategic decisions are made. However, as with any powerful tool, responsible and ethical implementation is crucial to ensure national security while minimising potential risks and unintended consequences.

Balancing the potential advantages of generative AI with the imperative to protect sensitive information and maintain strategic superiority is a critical endeavour in the modern defence landscape. In light of this, the Department of Defense (DoD) has announced the creation of a task force focused on generative artificial intelligence (AI). They believe that Generative AI will help DoD more professionally confront the nation’s defence. It demonstrates the DoD’s commitment to using AI responsibly and strategically.

Deputy Secretary of Defense Dr Kathleen Hicks has directed the formation of Task Force Lima, which will play a central role in evaluating and incorporating generative AI tools, including large language models (LLMs), throughout the DoD.

Dr Hicks stated, “The creation of Task Force Lima underscores the DoD’s dedication to leading the way in AI innovation. While we embrace the transformative potential of generative AI, our primary concerns remain national security, risk reduction, and responsible integration of these technologies. Our approach to the future of defence goes beyond just adopting advanced technologies; it involves foresight, responsibility, and a thorough understanding of the broader implications for our nation.”

Task Force Lima, led by the Chief Digital and Artificial Intelligence Office (CDAO), will assess, synchronise, and implement generative AI capabilities across the DoD, ensuring the Department maintains a leading position in cutting-edge technologies while safeguarding national security.

Dr Craig Martell, the DoD Chief Digital and Artificial Intelligence Officer, highlighted the importance of responsible adoption of generative AI models while identifying protective measures to mitigate national security risks stemming from factors such as poorly managed training data. Dr Martell also emphasised the need to anticipate how adversaries may use this technology to disrupt the DoD’s use of AI solutions.

Through collaboration with other government agencies, including the Intelligence Community, Task Force Lima aims to minimise risk and redundancy while advancing generative AI initiatives throughout the Department.

Generative AI, which utilises vast datasets to train algorithms and efficiently generate products, can potentially transform various sectors, including defence. The DoD aims to leverage generative AI models to enhance its operations in warfighting, business affairs, health, readiness, and policy.

Captain Xavier Lugo, the mission commander of Task Force Lima and a member of the CDAO’s Algorithmic Warfare Directorate, highlighted the significance of responsible implementation of AI in defence, noting that the DoD recognises generative AI’s potential to significantly improve intelligence, operational planning, and administrative and business processes.

The CDAO, operational since June 2022, is devoted to integrating and optimising AI capabilities across the DoD. The office’s responsibilities encompass accelerating the adoption of data, analytics, and AI within the DoD, enhancing the Department’s digital infrastructure, and implementing policy changes to deliver scalable AI-driven solutions for various enterprise and joint use cases, ultimately safeguarding the nation against current and emerging threats.
