Vietnam: Chip-Based ID Cards for Healthcare Services

Data from the Vietnam Social Security (VSS) agency shows that around 11.8 million people in Vietnam have used their chip-based ID cards to access healthcare services. 12,270 medical units have accepted the chip-based ID cards, which are integrated with health insurance cards for their services. This account for 96% of the total units across the country,

The integration is part of VSS’ efforts to implement the Prime Minister’s Decision 06, which approved the use of population data and electronic identity and authentication for the national digital transformation. It aims to make it easier for people to get healthcare check-ups and treatment services.

According to VSS, as of 20 February, the data of 74.4 million citizens in the National Database on Insurance has been cross-checked and verified with that on the National Database on Population. VSS has also provided and shared nearly 96.3 million records with information about social insurance and health insurance with the National Database on Population.

Regarding the integration and online public services provision on the National Public Service Portal, VSS has integrated and offered a service that allows premiums in household health insurance packages to be deducted when health insurance cards are renewed.

So far, the VSS system has received and processed the renewal of 587 health insurance cards with reduced premiums through the Vietnam Social Security Public Service Portal and the National Public Service Portal. Its branches in Hanoi and Ha Nam have been piloting two integrated services. One involves birth registrations, registrations of permanent residence, and the issuance of health insurance cards for children under 6 years old. The other involves death reports, deletion of permanent residence registrations, and funeral allowance.

The two localities have processed 12,455 dossiers of applications for health insurance cards for children under 6 years old and 502 for applications for payment of funeral allowances, which were submitted online to the integrated services. VSS has received data from the National Public Service Portal to confirm the unemployment insurance participation of 60,115 cases so that they can claim unemployment benefits.

Moving national services online is beneficial for many reasons, and the national portal is the most effective channel to digitise administrative procedures. Last month, over 644,000 payment transactions with a total value of more than VND 279 billion (over US$ 11.8 million) were processed through the National Public Service Portal.

In January, over 338,000 accounts were registered, and more than 7.2 million records were synchronised with the portal. Since its debut in December 2019, the portal has provided 4,377 public services online with over 4.3 million registered accounts. The national public service portal provides 14 groups of online payment services, with eight for people and the rest for businesses.

As of last month, the portal has attracted over 1.1 billion visits and processed over 8.5 million records online and over 4.6 million online payment transactions worth over VND 3.8 trillion (US$ 161 million). As OpenGov Asia reported, to improve the business environment and national competitiveness in 2023, the government requested the ministries, sectors, and localities to complete national databases and effectively implement the project on developing the application of population database, e-identification, and e-authentication for national digital transformation in the 2022-2025 period.
