Vietnam’s Plan for Digital Dominance by 2050

In a significant move towards embracing the digital future, Deputy Prime Minister Trần Lưu Quang has recently approved Decision 36/QĐ-TTg, outlining the comprehensive planning of information and communications infrastructure for the period 2021-30, with a foresighted vision extending to 2050.

This ambitious plan sets the stage for Vietnam to become a global leader in digital transformation, focusing on broadband telecommunications, data centres, cloud computing, and the integration of cutting-edge technologies.

The cornerstone of this visionary plan lies in the development of a broadband telecommunications network characterised by large capacity, high speed, modern technology, and widespread integration of the Internet of Things (IoT).

By 2025, all high-tech parks, concentrated information technology parks, and research and innovation centres will enjoy a minimum internet speed of 1 GB per second. Additionally, there will be strategic investments in 2-4 international telecommunications cable lines to enhance connectivity. Vietnam’s commitment extends to being among the top 20 countries globally in transitioning to IPv6 technology by 2025.

The plan envisions the establishment of large-scale data centres adhering to green standards and energy zone plans. These centres are not merely infrastructure but form the backbone of Việt Nam’s digital prowess. By 2025, the goal is to establish national data centres serving as the backbone for national databases, with at least three multi-purpose data centres at the national level and additional ones at the regional level. This will catalyse the big data industry, enhance performance, and efficiently leverage existing data centres.

Furthermore, the Deputy Prime Minister highlights the imperative for all government agencies to adopt the cloud computing ecosystem to facilitate the digital government initiative. This move aims to have 70% of Vietnamese businesses utilising services provided by domestic cloud computing businesses.

The planning underscores a strategic approach in the development of information technology application infrastructure, emphasising a “do first, do well” mentality. This entails concentrating development resources on the national-scale infrastructure supporting digital platforms for various socio-economic fields, as well as essential social activities in the digital realm.

The information technology industry’s development will be anchored in emerging technologies such as AI, big data, blockchain, cloud computing, and IoT. The objective is to integrate digital technology applications across all facets of economic and social life, moving beyond mere assembly and processing to the production of electronic, telecommunications, and information technology products and services within Vietnam.

The ultimate goal of this visionary plan is to ensure that by 2050, information and communications infrastructure will seamlessly connect the physical and digital worlds. It envisions a smart, data-driven ecosystem leveraging new and green technologies to respond to complex and urgent changes. This interconnected infrastructure is anticipated to underpin sustainable development across politics, economy, society, environment, security, and defence.

Acknowledging the pivotal role of the postal network in the digital economy, the plan also outlines the development of a synchronous and modern postal network. This network will serve as a crucial component of the country’s essential infrastructure, bridging the gap between the real world and the digital world.

To achieve this, the plan envisions 3-5 regional postal centres across the country by 2030, each with substantial capacity to handle postal items. These centres will be equipped to manage over 15,750 tonnes of postal items per day for postal centres and 5,000 tonnes for regional postal centres, ensuring a resilient and uninterrupted supply chain even in emergencies.

This ambitious plan positions the country to lead global technological advancements, emphasising cutting-edge technologies, sustainable development, and seamless integration of the physical and digital realms.
