The Department of Health and Human Services (DHHS) in the Australian state of Victoria is looking to appoint a Chief Digital Health Officer (CDHO) and a Chief Data Officer (CDO).

The CDHO, who will report to the Department’s Deputy Secretary, Corporate Services, will be responsible for leadership and oversight of digital health initiatives across the Victorian healthcare system – comprising the department, 86 health services and 32 independent community health services.

Primary responsibilities include: collaborating widely within the department to advise authoritatively on digital health directions, producing a digital health strategy and implementation program; securing Government investment; commissioning/mobilising projects and, as the digital health system manager, assuring/reporting on the progress of projects and specific system-wide risks and issues.

The CDHO will be the primary liaison/coordination point between the health sector (national and state levels) and the department with regard to digital health and will advise Ministers and senior executives about digital health matters and related areas of policy and service delivery. They will also drive the implementation of the state-wide Digitising Health strategy and the Victorian health reform agenda by securing support and funding and by mobilising projects and initiatives across the sector.

The CDHO will also provide lead representation of Victorian health services in relevant national digital health bodies and programs and also lead implementation of agreed national digital health policies and programs in Victoria under the National Digital Health Strategy.

The CDO will report to the Chief Information Officer / Director, Business Technology and Information Management and will provide a central point of leadership for the way that the department’s data and information assets are collected, managed, used and made available to stakeholders. The CDO will also the Assistant Director of the Data and Information Management Unit within the Business Technology and Information Management branch of the Corporate Services division.

Key domains of interest for the role include data and information management governance, policies, standards and best practices as well as strategies to better manage data quality, sharing, access and release arrangements and also to better enable analytics and reporting capabilities across the department.

The CDO is expected to develop and publish an Executive-Board-endorsed Data and Information Management Strategy and an implementation plan tailored to achieve specified data and information management outcomes. The CDO will conduct an annual Data & Information Management maturity assessment of DHHS, in collaboration with the maturity assessment tools provided by the WoVG (whole of Victorian Government) Chief Data and Information Management Unit and relevant Information Management standards published by DPC (Department of Premier and Cabinet) Enterprise Solutions Group, the Public Records Office of Victoria and the Office of Data Protection & Privacy.
