Philippines’ DICT holds training on effective use of ICT in disaster management

An announcement
made by the Department
of Information and Communications Technology
(DICT) highlighted the
3-day training they are conducting in order to promote the utilisation of ICT
in the event of natural disasters and emergencies.

The Philippines is prone to being heavily
affected by natural disasters such as earthquakes, typhoons, torrential rains
among others. Because of this, the DICT recognises the need to promote the
utilisation of ICT in the events of disaster.

A 3-day training on the effective use of
ICT in exchanging and disseminating information will be hosted by the DICT at
the Cocoon Boutique Hotel, Diliman, Quezon City from 5 to 7 June 2018. This
is part of the nation’s initiative on disaster management.

The said even is a localised counterpart of
regional trainings conducted and hosted by the Asia-Pacific Telecommunity (APT).

The APT is a key organisation of
governments that spearheads development and innovation programs, in cooperation
with the ICT industry key players and stakeholders.

At the end of the training, the
participants are expected to understand the conceptual information and
theoretical principles of Effective Information Exchange using ICT in Disaster
Management, identify effective Telecommunication & ICT Solutions for
Disaster Prevention, comprehend Early Warning Broadcast System (EWBS)
Protocols, and recognize the Role of Broadcasters in the Event of Disasters.

The event is attended mainly by the members
of the Emergency Telecommunications Cluster of the National Disaster Risk Reduction and
Management Council
(NDRRMC), DICT and its attached agencies such as
the National Privacy
Commission
(NPC), National Telecommunications Commission
(NTC), Cybercrime
Investigation and Coordinating Centre
(CICC). 

The Kapisanan ng mga Brodkaster ng Pilipinas
(KBP), Presidential Communications
Operations Office
(PCOO), People’s Television Network (PTV 4),
and other concerned national government agencies will be there as well.

The NDRRMC is an agency responsible for
ensuring the protection and welfare of the people during disasters or
emergencies.

The NPC ensures the compliance of the
country with international standards set for data protection. It safeguards the
rights of the people as data subjects while guaranteeing the free flow of
information for innovation, growth and national development.

The NTC is responsible for the supervision,
adjudication and control over all telecommunications services throughout the
country.

The CICC is responsible for all powers and
functions related to cybersecurity, including, but not limited to, the
formulation of the National Cybersecurity Plan, establishment of the National
Computer Emergency Response team (CERT), and the facilitation of international
cooperation on intelligence regarding cybersecurity matters.

The Kapisanan ng mga Brodkaster ng
Pilipinas (KBP) is a non-government, non-profit organisation of the broadcast
media in the Philippines. Its aims for the promotion of an independent and free
broadcast media, responsible broadcasting, enhanced public service by
broadcasters, advancement of innovation in broadcasting, and the development of
Philippine broadcasting.

The PCOO is the lead communication arm of
the government of the Philippines and a vehicle of understanding for a
well-informed and enlightened citizenry.

PTV4 is a is the flagship government
television network under the supervision of the President Communications
Operations Office (PCOO).

Consulting Service
(JTEC) Senior Director Mr
Masato Tamura and JTEC Director Mr Masakazu Naitu are among the speakers during
the event. Japan
Radio Co., Ltd.
(JRC) Manager Mr Seiji Ida and NHK International, Inc.
Senior Producer Mr Haruo Saito are also invited to speak during the event.

established in 1978 committed to promote international cooperation activities
on ICT. It dispatches missions to countries and carries out advanced survey for
construction of telecommunications facilities.

JRC contributes to the safety and security

NHK International, Inc. engages in
producing foreign-language version programs for Japanese and international
broadcasters.
