Philippine DICT to develop framework for the country’s digital transformation

An announcement
made by the Department of Information and Communications Technology (DICT)
highlighted the MoU it signed with the Internet Society (ISOC) for
the development of the National ICT Ecosystem Framework (NIEF) 2022.

The DICT signed a Memorandum of
Understanding (MoU) with ISOC on the multi-stakeholder governance and
co-development of the NIEF 2022 of the Philippines.

DICT Acting Secretary Eliseo Rio, Jr and
ISOC Asia Pacific Regional Bureau Director Mr Rajnesh Singh signed the MoU at
the DICT on 05 July 2018.

Under the MoU, cooperation activities such
as public consultations that will engage stakeholders in order to build
awareness and to gather inputs for the NIEF 2022 are covered.

DICT and ISOC shall promote together the
multi-stakeholder governance approach in the development and implementation of
key ICT plans, projects and programs.

Moreover, the MoU also defines, in scope,
the role of NIEF 2022 regarding the regional and global best practices and
models that exhibit the use of ICT in driving the development of communities
into economic centres and innovation hubs.

Sec Rio explains the significance of the multi-stakeholder
policy formulation as paramount to national interest.

Emerging technologies are poised to equip the
industry segments, commercial sectors and government agencies with the
roadmaps, strategies and plans relevant with ensuring that ICT-Enabled Services
are made available, affordable and universal for citizens to utilise.

In order to establish the Philippine
Digital Economy, priority areas where infusion of investments is sought after
will be identified. In the same way, priority areas where policy issuances will
serve as catalysts for the advancement of the sector will be recognised.

With the DICT and ISOC co-authoring the
NIEF 2022, the country will be allowed to deploy technology applications
catering to the consumer demands with industry offerings that are aligned with the
digital transformation that the Philippine government seeks to achieve.

Mr Singh, in his remarks, mentioned, “The

The DICT, in collaboration with ISOC, will
play host to Asia-Pacific
(APT) training on Internet Governance. The discussions
during the training will be used as additional inputs for the development of
NIEF 2022. The training will be held at Hive Hotel, Quezon City on 11 to 13
July 2018.

The ISOC is a global cause-driven organisation
governed by a diverse Board of Trustees that is dedicated to ensuring that the
