Testing of e-Procurement Software made possible by financial grant from DOST

An announcement
made by the University of the Philippines Visayas (UPV) highlighted the
financial grant given to one of its affiliated startups by the Department of Science
and Technology

The DOST recently approved a financial
grant to a startup that is affiliated with the University of the Philippines
(UP) Visayas – Small Enterprise and Entrepreneurial Development Services
Technology Business Incubator (SEEDS-TBI) in order to perform a field test on its
software application effective March 2018.

de Leon shared that one of its incubatee has developed an e-Procurement
Software (ePS) designed for the Bids and Awards Committee (BAC) of all
government agencies.

Engr Jose Rizaldy G. Harder is the founder
of InfoDynamics Technologies. He designed the software that will fully automate
the tasks and reports of the local BACs to help promote management efficiency,
adherence to government procurement standards and realise transactional

The software complies with government
standards and automates the procurement operations of any government
institution. The project can be used nationwide in any area of procurement
management since the proposed users of the software are the local government
units (LGUs), state universities and colleges (SUCs), national government
agencies (NGAs), government-owned and controlled corporation (GOCCs),
government hospitals, higher education institutions (HEIs) and even barangays.

The DOST gave the final nod on the software
after a series of thorough marketing, technical and financial reviews from a
panel of experts and DOST officials.

In the process, the DOST learned that there
is no similar software in the market with comparable scope, capacity and
integrated functionality as the one designed by InfoDynamics Technologies.

This software can process and generate all
required reports for government biddings and all alternative modes of
procurement. The system also automates the preparation of Office PPMPs, the
Annual Procurement Plan (APP), auto-ledgering of Purchase Requests (PRs), and
the issuance of POs and awards for each transaction.

The system is available for use by
government agencies in line with the Government
Procurement Reform Act (RA 9184)
as implemented in 2001.

The DOST grant covers the period from March
2018 to March 2019 and will require actual field testing of the software to be
performed by various government agency groups. Other agencies such as the Government Procurement
Policy Board
(GPPB), the Commission on Audit (COA) and the Philippine Government
Electronic Procurement System
(PhilGEPS) will also review the

The project will be monitored by the DOST-Technology
Application and Promotion Institute (TAPI) and DOST-Philippine Council for Industry,
Energy and Emerging Technology Research and Development (PCIEERD).
