Taiwan’s Advanced Health Tech for Epidemic Management

The Bureau of Standards, Metrology and Inspection (BSMI) indicated that Taiwan has developed advanced measurement technology in the areas of health and epidemic prevention. The technology includes the portable clinical thermometer calibrator, technology of measuring the flow and pressure of ventilators, key parameters measuring system for ultraviolet sterilisation products and the precise dose of ionising radiation.

BSMI displayed those technologies in “World Metrology Day” to introduce to the general public the achievements they have accomplished in their measurement technology. Another purpose is to address health issues and to create awareness of the critical role measurement plays in people’s daily lives.

In raising awareness about the technology, the BSMI has released a short film on the important role that measurement technology plays in fighting against COVID-19 and safeguarding health. The BSMI is in charge of the development and maintenance of primary measurement standards. “Health” has been prioritised as one of the areas in the measurement technology development projects.

Taiwan plays a key role takes in the global supply chain of advanced technology in the fight against the COVID-19 pandemic.  In the past year during the fight against the pandemic, portable clinical thermometer calibrators were used to calibrate the infrared thermal imagers and ear thermometers deployed at airports, train stations and hospitals to ensure the accuracy of measured body temperatures, an important tool to screen infectious cases of COVID-19.

In addition, the standard of ionising radiation doses adopted by the BSMI helps achieve the objectives of medical examination and treatment without jeopardising the health of persons as a result of overexposures.

The display of technology and the release of a short film are in line with the key functions of BSMI which are as follows:

  • Developing and maintaining national standards and national measurement standards;
  • Regulating and monitoring the safety of products, mainly industrial and consumer products;
  • Providing testing and certification services;
  • Cooperating with corresponding authorities or organisations of trading partners.

Being the national standards body in Taiwan, the BSMI bears the responsibility to develop and operate a standardisation system that is relevant and can effectively respond to regulatory and market needs, as well as keep pace with scientific and technological development. To keep pace with the emerging testing technologies, which bring forward products with new features, the BSMI participates actively in national programs on science and technology development to contribute its expertise in testing and certification.

The BSMI also aims to bring national standards highly in line with international ones not only ensures compatibility and consistency of technical regulations but also support the advancement of industry and uplift the living quality of the society.

As reported by Opengov Asia, Taiwan’s display of the latest digital health innovations in a webinar is an example of the nation’s commitment to technological innovation in healthcare. The webinar is organised by Taiwan External Trade Development Council (TAITRA), Taiwan’s leading trade promotion organisation, and Taiwan’s Bureau of Foreign Trade, Ministry of Economic Affairs (MOEA).

A year into the pandemic, Taiwan remains as one of the best-managed societies against Covid-19, having one of the lowest mortality rates and one of the lowest infection rates, partially based on Taiwan’s digital health development.

The purpose of the webinar was to spotlight the country’s strengths and to call for a healthcare rethink, highlighting the need to enable and improve the quality of healthcare through technology. Taiwan has managed to have a fully digitised healthcare system, interlinking all hospitals, clinics and related government administrations. This technologically advanced environment has helped Taiwan develop the most cost-efficient and high-quality medical devices and software, ideal for the future of healthcare.

The smart medical solutions being displayed are suitable for health facilities and communities. Namely, the product launch featured Leltek’s handheld wireless ultrasound technology, Wincomm’s Medical AI Panel PC, Acer Healthcare’s AI-assisted diagnostic software for diabetic retinopathy, MiiS’s medical image solution, and Apollo Medical Optics’ OCT (Optical Coherence Tomography) solution, a non-invasive skin analysis device.
