Indonesia: Better Managing Talent in the Public Sector

Abdullah Azwar Anas, Minister for Administrative Reform and Bureaucratic Reform (PANRB) remarked that his institution would assess the best-qualified civil service individuals (ASN) capable of running an agile bureaucracy. The process needed to refine talent management required to generate leaders that have an influence on society and push e-government ahead. Leaders with impact are essential for running programmes that produce tangible results that the community can see directly.

The selection and bureaucratic reform processes are anticipated to realise the President’s vision of effective governance capable of reducing poverty, increasing investment, and digitising government administration. Finally, bureaucratic refinement must speed up the President’s primary aims: domestic product spending via e-catalogues and inflation control.

“Our objective is not to become bogged down in technical concerns surrounding personnel management but rather to select leaders capable of carrying out impactful programmes. Because the President wishes for bureaucratic change to be effective,” Anas stated while virtually launching the Best Practice Webinar Series on the Implementation of ASN Talent Management: Acceleration of Creating Future Leaders.

The PANRB Ministry released ministry regulation PANRB No.3/2020 on ASN Talent Management, followed by PANRB Minister Circular Letter No.10/2021 on Assessment of ASN Talent Management Implementation in Government Agencies.

Adi Suryanto, the Head of the State Administration Agency (LAN), revealed that talent management is a matter of government policy. Talent management is carried out to implement a merit system for a higher-quality bureaucracy on its way to becoming a world-class administration.As a result, his party continues to advocate for talent management in government organisations to be developed and implemented.

He mentioned that 87 ministries and institutes will have embraced talent management by 2023. By 2024, at least 34 provincial governments and 100 district and city administrations will have implemented talent management. He expects participants could become agents of change or talent management agents to ensure its deployment in each agency.

“Because managing good personnel in the agency is still not fully implemented, efforts based on best practices must be managed appropriately. Because preparing the best cadres for agencies and bureaucracies is critical,” Adi noted.

Agus Pramusinto, Chairman of the State Civil Apparatus Commission (KASN), highlighted that ASN policy implementation and management are monitored and evaluated to attain the goal of a merit system. The merit system is an ASN policy and management system based on qualifications, competence, and performance and is handled fairly and impartially.

ASN management has at least eight components of merit system assessment, including needs planning, procurement, career development, promotions and mutations, work management, payroll, rewards, discipline, protection and service, and information systems.

Recognising the significance of talent as the critical driver for transformation, the Ministry of Communication and Informatics implemented the Digital Leadership Academy (DLA) Programme to equip regional leaders and commercial enterprise managers. The course will strengthen the digital leadership skills of governors, regents, mayors, and business leaders.

Anas believes digital leadership is critical in today’s more connected society. In digital leadership, a public leader is expected to be more responsive and technologically proficient in capturing public messages and guiding the organisation in the right direction. Digital skills are also necessary to help the government build an E-Government System (SPBE).

The Digital Literacy Index in 2022 increased by 0.05 points, from 3.49 to 3.54, according to a poll by the Ministry of Kominfo and a research organisation. According to the 2022 Digital Literacy Index survey, the progress was most noticeable in digital culture and ethics. The results of Indonesia’s digital literacy mapping provide an overview of the country’s digital skills and knowledge levels and an insight into the country’s condition and potential.
