Thailand’s Digital Solutions for Vulnerable Children

Chatchart Sittipunt, Governor of Bangkok, noted that “Children are important resources of Bangkok. Children are the drivers of the city of the future”. Yet, children currently face challenging circumstances and diverse issues such as education, housing, social interaction, physical and mental health, and malnutrition. These complex problems require accurate and continuous information sharing with relevant agencies and individuals needing assistance.

With this in mind, the Digital Government Development Agency (DGA), the Thai Health Promotion Foundation (ThaiHealth) and the Policy Research and Development Institute Foundation (PRDI) have successfully developed an innovative platform called “Fill” and established a network of partnerships with different service agencies. The collaboration has resulted in the creation of a fulfilment platform aimed at improving the quality of life for vulnerable children.

The initiative has brought together the collective efforts of all the sectors involved, paving the way for broader cooperation. This collaboration will be instrumental in providing comprehensive care for children and youth in vulnerable families. Moreover, this partnership aims to work with the Ministry of Social Development and Human Security (MSDHS) to establish a seamless process for organising social services.

Suphot Thienwut, the Director of the Digital Government Development Agency, highlighted the platform’s objective to improve the quality of life using digital systems, specifically targeting vulnerable groups. The platform enables sharing of information and services between government agencies and caregivers, facilitating comprehensive planning and assistance.

The 4D assessment tool assists in addressing community needs, and the platform integrates information for implementation at the family and district levels. The agency is committed to supporting Bangkok and the Ministry of Social Development and Human Security in advancing the platform to meet service requirements effectively.

Utilising the 4D assessment tool aims to address community needs more effectively within the platform context. The 4D assessment is a comprehensive evaluation process that evaluates various dimensions, including individuals’ emotional, social, and cognitive aspects.

The platform can gather and analyse data related to these dimensions, providing a more holistic understanding of the needs and challenges of vulnerable groups, particularly children and youth. This information helps develop tailored plans and interventions to improve their quality of life and ensure appropriate support.

Additionally, Dr Wiput Poolcharoen discussed an augmented reality platform with 4D flower tools to promote understanding between children, parents, and various stakeholders in child welfare. The platform aims to identify threats and facilitate goal setting for lifestyle changes, fostering the child’s development potential. It also strengthens community social networks and enhances district-level service quality. The platform enables the adaptation of child protection policies based on community experiences, ensuring effective and sustainable development.

Through collaborative efforts and the sharing of knowledge and expertise, the platform seeks to establish a comprehensive system that can effectively detect and address issues that may impact children’s and youth’s well-being. By utilising advanced technologies and implementing innovative strategies, the platform aims to proactively intervene and mitigate potential risks, ensuring that children receive the necessary support and protection.
