AIRNAV-CSIRT: Strengthening Air Navigation Cyber Defence

Looking back at the history of air transportation around the world, it can be observed numerous hijacking instances in the aviation industry. These hijackings were often facilitated by using sensors in aircraft, making them vulnerable to cyberattacks.

The reliance on sensor technology for navigation and control made it relatively easier for malicious actors to hack into the systems and gain unauthorised access, potentially endangering the safety of passengers and aircraft operations.

Cyber threats targeting air transportation encompass various risks, including unauthorised access to critical flight control systems, data breaches, malware attacks on onboard systems, and potential disruptions to communication networks. In the past, malicious actors have demonstrated the ability to exploit vulnerabilities in sensor-based navigation systems, leading to hijacking incidents that have raised serious concerns within the aviation community.

Hinsa Siburian, the Head of the National Cyber and Crypto Agency (BSSN), joined Polana Pramesti, the CEO of the Indonesian Air Navigation Service Provider (Perum LPPNPI) – AirNav Indonesia, to officially introduced the AIRNAV-CSIRT Cyber Incident Response Team and exchange a Memorandum of Understanding at the AirNav Indonesia Office in Tangerang, Banten, on Thursday, July 20, 2023.

The inauguration of AIRNAV-CSIRT and the Memorandum of Understanding was attended by various officials, including Y.B. Susilo Wibowo, BSSN’s Secretary-General, Rinaldy, BSSN’s Director of Cybersecurity and Information and Communication Technology Security, Media, and Transportation, and Jonathan Gerhard Tarigan, Head of BSSN’s Electronic Certification Agency. AirNav Indonesia representatives from different branches were also present.

During the event, Hinsa emphasised that BSSN initiated the National Cyber Security Strategy (SKSN) as an integral part of the National Security Strategy. The SKSN, including the Cyber Crisis Management (MKS), is awaiting the President’s signature. Its primary goal is to ensure cybersecurity by utilising all national cyber resources.

“As part of utilising all national cyber resources to achieve cybersecurity, BSSN has initiated a Presidential Regulation on SKSN and Cyber Crisis Management (MKS), which is currently awaiting the President’s signature. One of the objectives of SKSN is to ensure cybersecurity,” said Hinsa.

Hinsa commended the collaboration between Perum LPPNPI and BSSN, stating that it is an important implementation of the SKSN to achieve national cybersecurity. He expressed that the newly formed AIRNAV-CSIRT would establish a secure and reliable electronic system for Perum LPPNPI, thereby elevating it to an internationally acclaimed air navigation service provider.

“The collaboration between Perum LPPNPI and BSSN is an implementation of SKSN, where collaboration and synergy among stakeholders must be carried out to create a safe and prosperous cyberspace,” stated Hinsa.

Hinsa and Polana expressed their confidence in the continuous development and expansion of their collaboration, believing that this partnership will grow stronger in the future. The collaboration involves the utilisation of electronic certificates to enhance the security of electronic transactions, information and communication technology security, capacity building for cybersecurity, human resources development, information exchange, cybersecurity campaigns, literacy, and other agreed-upon collaborations.

Ultimately, a resilient and robust cybersecurity framework for air transportation will protect passengers and aircraft and bolster the industry’s reputation and trust. By fostering an environment of secure and reliable air travel, aviation stakeholders can ensure this critical sector’s sustained growth and prosperity.
