Philippine Space Agency Advancing Space Research

The five (5) historic agreements that the Philippine Space Agency (PhilSA) has signed are intended to advance space data collection and the use of space research and technology applications for economic value generation. This vision is consistent with the fourth-year anniversary theme of PhilSA, “Yamang Kalawakan Tungo sa Maunlad na Kinabukasan.”

The Department of Budget and Management (DBM), the Land Bank of the Philippines (LBP), the Advanced Science and Technology Institute (DOST-ASTI), the Mindanao Development Authority (MinDA), the Department of Agriculture-Bureau of Fisheries and Aquatic Resources (DA-BFAR), and the Korea International Cooperation Agency (KOICA) are among the organisations with which PhilSA has signed formal agreements.

To carry out the “Digital Information for Monitoring and Evaluation,” or DIME project, PhilSA and DBM signed a Memorandum of Understanding (MoU). By using data and photographs from satellites that PhilSA has analysed and made available, this programme is projected to enhance the monitoring of government property and government-funded infrastructure projects.

To work together on scientific and technological research on the use of space data and analytics for financial applications, PhilSA, LBP, and DOST-ASTI signed an MoU for the development and use of space-related technologies for financial applications, conducting joint research and exchanging information necessary for the research undertaking, organising training symposia or similar activities, sharing technological resources, and other areas that may be mutually identified and agreed upon by the parties are some of the areas in which the three agencies will cooperate.

To collaborate on research and development projects to quicken the socio-economic development of Mindanao using space data, PhilSA and MinDA signed a partnership, known as PINAS Mindanao or PhilSA Integrated Network for Space-enabled Actions towards Sustainability.

This attempts to draw attention to how important geospatial data is becoming for local government policy-making, planning, and monitoring. To advance the imperatives of peace and development, promote best practices in governance, and empower people towards socioeconomic inclusion, PINAS Mindanao strives to establish initiatives in various local government units in Mindanao.

The PhilSA has also signed a collaboration with the DA-BFAR and the DOST-ASTI, establishing the advancement of fisheries management and application using space science, technology, remote sensing, and data science.

All parties are prepared to collaborate on the creation, use, and optimisation of nocturnal satellite pictures in support of resilient and sustainable fisheries conservation, as well as the management and protection of maritime biodiversity.

A contract to improve the Philippines’ ability to monitor air quality and work on creating plans and policies to reduce air pollution was signed earlier this month by PhilSA and KOICA. The Pan-Asia Partnership for Geospatial Air Pollution Information Project and the Pandora Asia Network (PAPGAPI-PAN) are intended to be established in the nation because of the Record of Discussions agreed upon between the Philippines and Korea.

Data from the Geostationary Environment Monitoring Spectrometer (GEMS) on board Korea’s GEO-KOMPSAT-2B will be used by the partnership to track the state of the air quality in the Philippines. Satellites are supported by Pandora ground-based remote sensing equipment.

The partnership enables the Philippines to obtain Pandora sensors supported by KOICA, enabling PhilSA to integrate satellite and ground observations for a thorough analysis of air quality in the Philippines. The Pandonia Global Network (PGN), which gathers Pandora data globally and delivers real-time standardised, calibrated, and certified air quality data, will include the Pandora instruments placed in the nation.

Building and strengthening the local space community as a varied, receptive, and participatory network is essential for ensuring ongoing knowledge and innovation in the Philippine space industry.
