Taiwan Fortifies National Digital Resilience

The adoption of “Cloud-Native Architecture” and “Website Resilience Enhancement Technology” was announced by Taiwan’s Ministry of Digital Affairs (moda). The goal is to improve website stability and the calibre of digital services while also effectively countering foreign cyberattacks.

To realise the fundamental idea of improving “National Digital Resilience” using digital tools, the moda would continuously promote public-private partnerships and share pertinent experiences with other government agencies.

According to the moda, the full-site static rendering and InterPlanetary File System (IPFS) are two significant technologies that have been integrated into the official ministry website ( to improve digital resilience.

The presentation of each page without the need for further work on the website server is referred to as static rendering. To resist Distributed Denial of Service (DDoS) assaults, lessen server load, and lessen the impact on the website when the database has failures, this technology can be simply integrated with other strategies.

The “InterPlanetary File System” design is also adopted by the moda, which uses a decentralised web3 strategy to deliver “statically rendered” web material to IPFS nodes all over the world. Browsers with IPFS functionality can still retrieve web pages from other nodes in the case that the primary website becomes inaccessible, essentially preventing service interruptions.

Additionally, the internal “Electronic Form System” and the “Government Data Standards Platform (” controlled by the moda both use a “Cloud-Native” architecture. This implies that a cloud-centric strategy is given top priority throughout system development and operation, hence improving system fault tolerance and stability.

To enable quick deployment and operation on public clouds, cloud-native architecture refers to the packaging of service components into lightweight “containers” that use fewer computer resources during runtime.

Cloud resources can be swiftly scaled in response to abrupt increases in information system consumption to prevent service outages. This strategy will be eventually adopted by the “Digital Communications Resource Management System” and “Government Open Data Platform (” of the moda.

The main website’s frontend programmes and architecture are CC0 licenced, according to the moda, giving users of the site the freedom to use and reference them. The department wants to improve digital resilience across many sectors by working with partner companies.

The MODA continues to inform other ministries and organisations of its successes in developing and implementing website resilience. To help other institutions, it offers specific examples, experience sharing, environmental planning advice, technical guidance, educational training, and consultancy services. Included in this are the National Communications Commission and the forthcoming Ministry of Environment and Resources, both of which will use the moda to promote pertinent technologies.

The moda cited that by strengthening cybersecurity through innovative technology, the nation’s vital digital infrastructure is protected from cyberattacks and data breaches. The confidentiality and integrity of critical information are guaranteed by this increased security.

This constant availability is essential, especially in emergency situations.

Likewise, system development and operation costs can be reduced thanks to technologies like containerisation and cloud-centric methods, which also optimise resource utilisation. These savings can then be applied to other crucial government initiatives.
