Data Transforming Agriculture in the Philippines

A revolutionary remote-sensing technology, Project SARAI from the University of the Philippines Los Baños, revealed by the National Economic and Development Authority (NEDA), holds the potential to transform Philippine agriculture by redefining data utilisation for proactive policymaking.

SARAI’s flagship initiative involves near real-time monitoring of production areas through the use of remotely sensed images. One might wonder what sets this technology apart from the plethora of tools available nowadays.

OIC-Assistant Director Rory Jay Dacumos of the NEDA Agriculture, Natural Resources, and Environment Staff (ANRES) shed light on the matter during a recent SARAI technology orientation. The distinct advantage lies in its unique capability to be deployed at the community level, putting the power of data into the hands of agriculturists and farmers themselves.

At the heart of Project SARAI is the innovative mobile application, Bantay SARAI. This app serves as an indispensable tool for farmers, enabling them to report crucial data, such as crop planting dates, expected harvest dates, anticipated yields, and any damages incurred. It bridges the gap between technology and the grassroots, ensuring that those who toil on the land have a direct say in the data that shape agricultural policies.

However, what truly sets Project SARAI apart from the rest is its cost-free capture of satellite images. These images are then seamlessly integrated into the Quantum Geographic Information System (QGIS) without incurring any additional cost. This approach ensures that even resource-strapped communities can access the benefits of advanced technology.

According to NEDA OIC-Assistant Director Rory, Project SARAI doesn’t stop at just data collection. It goes above and beyond to provide crop advisories for nine key commodities: rice, corn, banana, coconut, coffee, cacao, sugarcane, soybean, and tomato.

These advisories are meticulously curated to harness the power of local weather data and drought forecasts, combining them with on-the-ground farm management activities. This integrated approach includes nutrient and water management strategies, along with proactive pest and disease monitoring.

For the farming community in the Philippines, Project SARAI is a game-changer. The ability to access real-time information, tailored to specific crops, empowers them to make informed decisions and adapt swiftly to changing conditions. It isn’t just a tool; it’s a lifeline that offers hope in the face of unpredictable weather patterns, pests, and diseases that often threaten their livelihoods.

The significance of Project SARAI extends far beyond just the farming community. The satellite-based monitoring systems it employs are currently under assessment by NEDA-ANRES to serve as decision-support tools for the Inter-Agency Committee on Inflation and Market Outlook. Chaired by NEDA, this committee plays a pivotal role in offering timely advice to the government on managing inflation.

By utilising the SARAI technology, the government can make more informed decisions about inflation, market trends, and agricultural policies, ultimately benefiting the entire nation.
