Indonesia Building an Integrated Digital Ecosystem

The government is currently striving to achieve national digital service integration through accelerated digital transformation by organising the Priority Electronic Government System (SPBE) Applications with a focus on integration and interoperability. To support these efforts, the President issued Presidential Regulation No. 82/2023 on the Acceleration of Digital Transformation and National Digital Service Integration.

Minister of PANRB Abdullah Azwar Anas stated that further breakthroughs are needed to optimise the potential of Digital Government. The Presidential Regulation on Digital Transformation Acceleration is developed to realise two critical accelerations and sustainability, namely focusing on priority systems, including DPI and establishing the Indonesian digital team or “Govtech” for future sustainability.

The establishment of Govtech to handle priority platforms is a best practice adopted by the top 20 countries in the UN EGDI 2022 index, indicating that Indonesia is on the right path to adopt this approach. In this regard, Indonesia is striving to follow the same path through PERURI, which will be designated as GovTech Indonesia in the future.

“The Presidential Regulation on Digital Transformation Acceleration is a crucial foundation to improve government services and accelerate national development. In the short term, by 2024, it will be a proof point for the implementation of GovTech in the current government for the subsequent administrations. In the medium term, it will enhance Indonesia’s EGDI Index. Meanwhile, the long-term impact of this digitisation will build an efficient and effective bureaucracy, maximise human development, and foster economic growth,” he said.

The Priority SPBE Applications are organised to support integrated education services, integrated health services, integrated social assistance services, integrated population administration services with digital population identity services, state financial transaction services, government administration services in the field of state apparatus, public service portal services, One Data Indonesia services, and police services.

Priority SPBE Applications can be new or under construction SPBE applications and existing or to-be-developed SPBE applications with a minimum of 200,000 SPBE users or SPBE user targets.

According to the Presidential Regulation signed by the President on December 18th, the implementation of Priority SPBE Applications is carried out by Perum Peruri, with the task of identifying issues in organising Priority SPBE Applications, deepening the needs of SPBE users, and designing practical solutions.

In the implementation of the assignment of organising Priority SPBE Applications by Perum Peruri, the National SPBE Coordination Team coordinates, aligns, monitors, and directs to ensure the achievement of the goals set by Perum Peruri’s assignment. In carrying out coordination, alignment, monitoring, and direction, the National SPBE Coordination Team involves ministers/heads of agencies responsible for Priority SPBE Applications, ministers responsible for state-owned enterprises, and heads of institutions responsible for financial oversight and national development.

The Presidential Regulation is also aimed at local governments to support and implement the acceleration of digital transformation through the utilisation of Priority SPBE Applications as regulated in this Presidential Regulation. The Minister of PANRB, as the chairman of the National SPBE Coordination Team, reports progress in the implementation of digital transformation to the President periodically every four months or as needed through the Coordinating Ministry for Political, Legal, and Security Affairs.

Minister of PANRB Abdullah Azwar Anas also emphasised that active participation from local governments is crucial in supporting and implementing the acceleration of digital transformation. Through the utilisation of Priority SPBE Applications, local governments can improve the efficiency of public services, expedite administrative processes, and provide maximum benefits to the public.

In this context, the National SPBE Coordination Team will play a supervisory and coordinating role to ensure that the implementation of Priority SPBE Applications at the regional level adheres to the established guidelines. Minister of PANRB and the National SPBE Coordination Team will actively communicate and coordinate with local governments to ensure the smooth process of digital transformation.

The importance of reporting progress in the implementation of digital transformation every four months or as needed to the President through the Coordinating Ministry for Political, Legal, and Security Affairs demonstrates the government’s commitment to ensuring transparency and accountability in the digital transformation process. It will also serve as a basis for evaluation and improvement if needed to achieve optimal results.

With these steps, the government envisions creating a solid and integrated digital ecosystem throughout Indonesia. By prioritising key sectors such as education, health, social assistance, population administration, state financial transactions, and other public services, it is expected that digital transformation will have a significant positive impact on the progress of the country.
