Indonesia Trials Administration Services Portal

The Government Administration Services Portal for State Apparatus has reached a milestone, entering the trial phase of its public service portal. Led by the Ministry of Administrative and Bureaucratic Reform (PANRB), the trial will be conducted from April 22 to April 29, 2024, involving 31 local and nine central government agencies.

Katmoko Ari Sambodo, Assistant Deputy for Accelerating Digital Transformation of Civil Servant Management at the Ministry of PANRB, shared that the Government Administration Services Portal in the field of State Apparatus (Civil Servant Management Digital Platform) is currently in the prototype stage. It is already connected to critical systems such as SIASN, MyASN, E-Performance of the National Civil Service Agency (BKN), and SIBANGKOM ASN of the National Administration Institute (LAN), utilising Digital Population Identity (IKD) for login.

“A trial is necessary to gather direct feedback from potential users about their experience using the portal,” said Ari. The Government Administration Portal leverages existing information systems owned by the Ministry of PANRB, LAN, and BKN, aligning with Law No. 20/2023 and incorporating new features. “The State Apparatus Services consolidate digital services at the Ministry of PANRB, BKN, and LAN into an integrated digital service, based on One Civil Servant Data, as part of the Government Administration Portal.”

Suharmen, Deputy of the Civil Servant Information System at BKN, revealed that all services within BKN’s State Civil Servant Information System (SIASN) will be integrated into the Government Administration Services Portal. These services include promotions, relocations, termination determinations, employee identification number (NIP) determinations, electronic performance systems, and more.

“This portal not only integrates various services but also simplifies or streamlines business processes, which is expected to have a significant impact on accelerating services in civil servant management,” said Sugarman.

In alignment with these efforts, LAN’s Chief Secretary, Reni Suzana, disclosed the organisation’s prior work in simplifying and integrating systems to enhance the competencies of civil servants across government agencies. This initiative resulted in the creation of the Competency Development Information System (Sibangkom) ASN. In 2024, LAN plans a national integration within the Government Administration Services Portal for Civil Servants. As Reni outlined, this integration will incorporate Sibangkom, offering two key services: Self-Learning and Mandatory Training.

Minister of Administrative and Bureaucratic Reform (PANRB) Abdullah Azwar Anas conducted a working visit to West Kalimantan Province to further elevate public services in Indonesia. During this visit, Minister Anas inspected various public services available at the Public Service Mall (MPP) of Kubu Raya Regency in Kalimantan. This visit underscored the government’s commitment to enhancing public service delivery and integrating services to improve efficiency and accessibility for citizens.

In supporting integrated services, 15 agencies have joined, and 90 services have been incorporated into the MPP inaugurated in July 2023.

Minister Anas emphasised that the establishment of MPP should prioritise function rather than the grandeur of the building. The building doesn’t have to be grand, but what is most important is that its function must be optimal.

“MPP essentially integrates various services from various departments, vertical agencies, ministries, and the private sector. MPP is the government’s way of integrating fast, easy, cheap, and transparent services in one place,” the former Banyuwangi Regent added.

He further explained that the President has inaugurated physical toll roads. Now is the time to build a toll road of public services through the digital transformation of the government. Local governments can implement four integrated service ecosystems: direct services, mobile services, self-services, and electronic MPP services.
