The Minister of State Apparatus Utilisation and Bureaucratic Reform (PANRB), Abdullah Azwar Anas, stated that the government currently has two pathways for issuing digital identities. These digital identities support and optimise the Electronic-Based Government System (SPBE).
“Digital identity issuance and authentication can be done through two channels, namely the INA Pass application and the Public Service Portal, by verifying identity by the Ministry of Home Affairs (Kemendagri) and the Electronic Certification Operator (PSrE) mechanism from the Ministry of Communication and Information (Kominfo) which are integrated for user convenience,” he said.
In an ever-evolving digital era, the government must adopt technologies that can enhance the efficiency and transparency of public services. Digital identity is one of the critical components in this endeavour. With digital identity, identity verification can be carried out quickly, accurately, and securely. This will undoubtedly positively impact citizens who need quick access to various public services.
This digital identity is developed through two main channels: the INA Pass application and the Public Service Portal. These two channels are integrated to ensure ease of use for the public. Kemendagri is responsible for enhancing the liveness detection feature in the INA Pass application, ensuring that the verified identity truly belongs to the individual concerned. Meanwhile, Kominfo focuses on developing the National Single Sign-On (SSO) and the Public Service Portal.
“Clearly, this system must have an impact and be easy for the public to use in various digital government public services. This is a middle-ground solution that we will continue to discuss in parallel with the relevant ministries or agencies,” Anas explained.
The government’s use of digital technology goes beyond just identity verification. The broader implementation of SPBE encompasses various aspects such as data management, information security, and increasing accessibility to public services.
Anas also envisions that the Ministry of Finance can study the transformation of funding schemes to support the acceleration of digital transformation, mainly through implementing Priority SPBE services by the National Strategic Project (PSN) Digital concept.
Meanwhile, the Coordinating Minister for Maritime and Investment Affairs, Luhut Binsar Pandjaitan, emphasised that implementing digital transformation should be carried out according to the agreed decisions. “So this digital transformation acceleration should not overrule the decisions made,” he said. Luhut also directed that all parties, especially the Ministry of Home Affairs and the Ministry of Communication and Information, continue to strengthen technical collaboration in its implementation.
Collaboration between various parties is critical to the successful implementation of digital transformation. In this case, INA Digital and the state-owned enterprise Peruri are expected to become partners in providing technical support from design to integrated implementation. Technical support from Peruri will ensure that the developed system meets the necessary security and quality standards.
Digital transformation in government aims to increase efficiency and transparency and provide better services to the public. With digital identity, people can access various public services more easily and quickly. This will also reduce bureaucracy, often becoming a barrier in public service processes.
In the long term, this digital transformation is envisioned to support various government initiatives to enhance Indonesia’s competitiveness on the global stage. Increased efficiency and transparency in government will boost public and investor trust in the Indonesian government.
Effective implementation of digital identity and SPBE will lay the foundation for developing other digital services in the future. With support from various parties, including the private sector, Indonesia can accelerate its digital transformation and become one of the countries with advanced digital governance worldwide.
The steps taken by the government in developing digital identity and implementing SPBE demonstrate a solid commitment to leveraging digital technology to improve public services. This will benefit the public and support the government’s efforts in achieving broader development goals.
