Thailand’s AI Strategy: Cultivating Talent and Supporting Start-ups

Thailand is strategically positioning itself as a leader in the digital technology landscape by making significant investments in artificial intelligence (AI). The country’s approach highlights a commitment to developing robust domestic AI capabilities, ensuring ethical technology use, and enhancing its global competitiveness. This commitment reflects a broader international trend where AI, particularly generative AI, is rapidly evolving and transforming various industries.

The Thai government, led by the Ministry of Digital Economy and Society (DE), is at the forefront of this AI push. Recognising the transformative potential of AI technologies, the government aims to build a vital AI infrastructure that supports both economic growth and ethical technology use.

This vision is articulated through the development of the National AI Action Plan Committee, which has been augmented with a new subcommittee explicitly focused on the AI economy. This subcommittee is tasked with crafting legislation to support AI advancements and developing governance guidelines to ensure ethical AI implementation.

One of the critical components of Thailand’s AI strategy is the emphasis on cultivating a skilled AI workforce. To achieve this, the government is implementing several initiatives designed to attract and develop top digital talent. Among these measures are the Digital Scholarship Fund and various tax incentives aimed at supporting the education and development of AI professionals.

Additionally, the introduction of the Global Digital Talent Visa seeks to attract up to 600 highly skilled individuals from leading universities worldwide to contribute to Thailand’s AI sector. This initiative is expected to significantly bolster the country’s ability to drive digital innovation and support its evolving digital economy.

Supporting the growth of domestic AI providers and startups is another critical aspect of Thailand’s strategy. The Digital Economy Promotion Agency (DEPA) plays a central role in this effort by providing various forms of support to these entities. This includes facilitating access to big data and advanced AI technologies, which are essential for developing competitive and innovative business solutions. By empowering local AI developers and startups, the government aims to enhance their global competitiveness and foster a vibrant digital economy.

A notable development within Thailand’s AI landscape is the advancement of the Thai Large Language Model. This model is being tailored for diverse applications, including in sectors such as medicine, tourism, and business. The development of this model is a significant step towards addressing local needs and challenges, thereby driving growth and efficiency across multiple domains.

Additionally, the Thai government is promoting AI literacy among SMEs and the general public. This involves providing training and resources to help individuals and businesses effectively utilise AI technologies, thereby fostering a more digitally skilled workforce.

However, the rapid expansion of AI technologies also necessitates a strong focus on safety, ethics, and transparency. The Thai government is committed to ensuring that AI development adheres to rigorous safety and ethical standards. This commitment includes creating frameworks for transparent and verifiable AI practices that build public trust and confidence. By prioritising these principles, Thailand aims to develop AI systems that not only drive economic growth but also align with ethical standards and contribute positively to society.
