Harnessing Technology: Vietnam’s Roadmap to Digital Innovation

Vietnam is embarking on a comprehensive digital transformation, as outlined in the new work plan by Prime Minister Pham Minh Chinh. This initiative aims to accelerate digital efforts in 2024, driving significant socio-economic advancements and meeting developmental goals for 2021-2025.

Strategic Objectives

The work plan aims to create a robust digital ecosystem that will foster socio-economic growth and enhance Vietnam’s competitiveness on the global stage:

Enhancing Responsibility and Implementation: Strengthening the responsibility of organisations and individuals, particularly leaders of state agencies, in driving digital transformation. The plan emphasises the need for synchronised and effective implementation of goals within the National Digital Transformation Program, e-government development strategies, and the digital economy and society strategies up to 2025, with a vision for 2030.

Boosting Digital Enterprises: One of the primary targets is to develop 48,000 digital technology enterprises across the country to create a vibrant digital business ecosystem that drives innovation and economic growth.

Digital Adoption in Industrial Zones: The plan aims for 60% of businesses in industrial parks and export processing zones to adopt digital platforms, transforming processes, enhancing productivity, improving efficiency, and reducing emissions.

Enhancing Public Services and Connectivity

The work plan places significant emphasis on improving public services and connectivity:

Public Engagement with Digital Services: A key target is to have 40% of adults using online public services regularly to enhance accessibility and convenience for the public, streamline administrative processes and reduce bureaucratic inefficiencies.

Online Public Services: The government aims to complete the provision of 53 online public services within the year, further expanding the reach and efficiency of digital public services.

Administrative Efficiency: A key goal is to ensure that 100% of information systems for administrative procedures are connected to the EMC system, enabling better oversight and management.

Government Reporting Systems: The plan includes connecting all reporting information systems of ministries, sectors, and localities to the central government reporting information system. This integration will facilitate better data sharing and decision-making at the national level.

Broadband Coverage: Ensuring mobile broadband coverage for 100% of villages and hamlets with access to the national power grid is another pivotal target. This will bridge the digital divide and ensure that even the most remote areas benefit from digital transformation.

Information Security: The work plan mandates the use of management support platforms to ensure information security across all ministries, governmental agencies, and People’s Committees. This will safeguard sensitive data and ensure the integrity of digital systems.

To achieve these ambitious targets, the National Committee for Digital Transformation has proposed several strategic solutions:

Inspection and Monitoring: Strengthening inspections of digital transformation tasks across ministries, sectors, and localities to ensure adherence to the work plan and identify areas for improvement.

Semiconductor Industry Development: Building a development strategy for the semiconductor IC industry by 2030, with a vision extending to 2035. This initiative aims to position Vietnam as a key player in the global semiconductor market.

Support for Digital Firms: Promoting and facilitating the involvement of digital technology firms in the digital transformation processes within industrial parks and export processing zones. This will stimulate innovation and drive economic growth.

Local Digital Solutions: Prioritising the use of digital technology solutions developed by Vietnamese businesses to foster homegrown innovation and support the local tech industry.

Electronic Invoices: Deploying electronic invoice solutions initiated from cash registers to prevent tax and budget losses. This measure will enhance financial transparency and efficiency.
