Driving Digital Health: Vietnam’s National Transformation

Hanoi’s new Electronic Health Record (EHR) platform was launched last week, marking a significant advancement in healthcare for the city’s residents. According to the Office of the Municipal People’s Committee, this innovative platform ensures that each Hanoi resident has a lifelong, monitored, and securely stored EHR, managing all activities related to their health.

These records are strictly confidential and accessible only to authorised individuals. Residents can control and decide whether to share their personal health information. The iHanoi application allows people to manage their own and their family’s health records conveniently.

Looking ahead, Hanoi plans to integrate advanced technologies such as Big Data and artificial intelligence (AI) into the EHR system. The city will conduct analyses, assessments and create disease models to monitor health trends. Plans are also in place to share health information with the Smart Health Operation Centre and the Operation Centre of Hanoi.

The municipal People’s Committee emphasises that the pilot programme of electronic health records and personal health records offers numerous benefits. Already, Hanoi has synchronised the health records of over 1.2 million people through the e-identification app VNeID. This initiative not only aims to enhance healthcare management but also to leverage technological advancements to improve the overall health landscape of the capital city.

Implementing the Government’s National Digital Transformation policy, Vietnam’s Ministry of Health (MOH) is driving the adoption of information technology to build e-government and digital health initiatives. The Party Committee of the MOH issued a resolution for healthcare digital transformation by 2025, with a vision extending to 2030. This involves the Electronic Health Administration coordinating with various entities to develop Digital Health Platforms under the National Digital Transformation Programme.

The MOH updated its e-Government Architecture to version 2.1, outlining a comprehensive approach to healthcare digital transformation. The objectives include digitising healthcare information to establish a national data repository, enhancing management and professional activities, and ensuring timely and effective access to healthcare services. The overall goal is to transform the operation of the MOH and healthcare units into a digital environment using modern data and technology platforms.

Hanoi’s Electronic Health Record (EHR) platform aligns with Vietnam’s broader ambition to have over 90% of its population using EHRs. This initiative is part of the National Committee on Digital Transformation’s action plan to promote digital transformation across various sectors.

The Ministry of Information and Communications, in collaboration with local authorities, is working on building a comprehensive electronic identification and authentication system, targeting 15%-20% of the population to use e-identification applications. Other ministries are also actively involved in the digital transformation, including the Ministry of Education and Training, which is developing online teaching platforms, and the Ministry of Planning and Investment, which is enhancing digital capabilities in small and medium-sized enterprises.

Vietnam’s Ministry of Health is actively embracing digital transformation to address longstanding challenges and enhance healthcare services nationwide. This transformation involves upgrading healthcare infrastructure, training medical personnel, and refining policies aligned with digital advancements.

The government’s Master Plan for the Healthcare Network aims to establish comprehensive healthcare systems by 2030, focusing on medical treatment, rehabilitation, preventive health, and pharmaceutical testing. Embracing cutting-edge technologies like artificial intelligence (AI) and robotics, Vietnam is enhancing patient care through AI-driven data analysis and robotic surgery. The country’s extensive network of communal-level medical facilities plays a crucial role in improving healthcare access, particularly in remote areas.

The push for digital and cashless payments, especially for tuition and hospital fees, reflects the country’s commitment to a digital future. This extensive digital transformation plan underscores Vietnam’s dedication to integrating advanced technologies into daily life, thereby enhancing healthcare, education, and economic sectors.
