Digital Frontiers: Hanoi’s to Lead National Transformation

Prime Minister Pham Minh Chinh has directed Hanoi to lead the charge in advancing the digital transformation agenda, aiming to establish the city as a trailblazer in developing a robust digital economy, fostering a cohesive digital society, and empowering digital citizens, all crucial steps towards achieving a modern and progressive society.

In a recent meeting evaluating the progress of Plan No. 06 on resident data applications and electronic identification for national digital transformation (2022-2025), Prime Minister Chinh emphasised the pivotal role of Hanoi. He called upon the city to exhibit heightened determination, intensify efforts, and implement focused actions that place people and enterprises at the heart of driving forward the objectives set out in the plan. This directive was articulated in the Government Office’s announcement on July 15, summarising the meeting’s conclusions.

Beyond prioritising the centrality of people and enterprises, Prime Minister Chinh stressed the importance of upholding discipline, enhancing decentralisation of power alongside efficient resource allocation, and bolstering oversight mechanisms to combat corruption and negative practices. He also underscored the necessity for effective policy communication to foster public consensus and trust in the transformation process.

Recognising Hanoi’s status as the national political-administrative center and a significant economic, cultural, scientific, and educational hub, Prime Minister Chinh urged the city to take the lead in driving reforms and spearheading initiatives that promote the development of a digital economy, nurture a digitally inclusive society, and empower citizens with digital literacy skills essential for a modern and civilised society.

Specifically, Prime Minister Chinh outlined key mandates for Hanoi, including accelerating efforts to restructure and enhance the quality and efficiency of online public services integrated into the National Public Service Portal. This includes modernising local information and database systems to ensure seamless connectivity with national and specialised systems, facilitating efficient online information sharing for administrative procedures and public services.

Prime Minister Chinh set ambitious targets for Hanoi, such as achieving the complete harmonisation of administrative procedure dossiers with the National Public Service Portal, ensuring all administrative procedure results are returned online, digitalising at least 80% of administrative procedure dossiers and outcomes, and maximising the utilisation of digitalised information and data in at least 50% of cases.

Moreover, Hanoi was tasked with implementing electronic health records for all residents, piloting digital school records, and issuing personal digital signatures to all teachers and school staff members. The city was also instructed to enhance citizen convenience through the VNeID e-identification app and ensure Level-2 identification accounts are available to the entire local population.

In addressing financial transactions, Prime Minister Chinh underscored the importance of promoting cashless payments and driving digital transformation in tax, fee, and charge management. He highlighted the urgent need to implement e-invoice solutions, particularly for retail transactions, and emphasised the imperative of developing robust digital infrastructure and deploying cutting-edge technologies such as artificial intelligence, cloud computing, big data, and virtual assistants while ensuring stringent cybersecurity and information security protocols.

Prime Minister Chinh emphasised the critical role of effective communication in keeping local residents informed about the progress and benefits of Plan No. 06, encouraging their active engagement, scrutiny, and participation in ongoing digital initiatives.

These directives underscore Hanoi’s pivotal role in spearheading comprehensive digital transformation initiatives, positioning the city as a leader in advancing towards a modern, technology-driven society aligned with national goals for sustainable development and enhanced public service delivery.
