The Electronic Transactions Development Agency (ETDA) recently signed a memorandum of cooperation (MoC) with the Faculty of Commerce and Accountancy at Chulalongkorn University.

The MoC focuses on upgrading skills and academic services in regards to the development, promotion and support of electronic transactions and electronic commerce in Thailand.

The MoC was signed by the Director of ETDA and the Dean of the Faculty of Commerce and Accountancy at Chulalongkorn University.

The ETDA has been working to drive online transactions continuously. It is also collaborating with partners to strengthen work and educational institutions in terms of e-commerce, these ongoing partnerships provide both a place for research as well as incubation facilities for the new generation of personnel going into Thailand’s digital industry.

Chulalongkorn University is a leading university in Thailand, its Faculty of Commerce and Accountancy has laid out the guidelines that are in line with ETDA’s vision of being a leader in future economic changes, particularly online transactions.

The cooperation aims to promote, support and develop the online and e-commerce capabilities of both agencies. It also seeks to strengthen both e-Standards and Commercial Digital, Branding, Digital Marketing. Moreover, it will work to support work under the framework of e-Commerce and Digital Services in the World Trade Organization (WTO).

Knowledge and research from Chulalongkorn University, which will be combined with ETDA’s work experience in both exploration policy and planning, will help to promote Thailand as a strong partner.

ETDA’s expertise in the development of important digital infrastructure including laws, standards, and cybersecurity particularly in its work with SMEs and community visits will develop the competitiveness of students, educational personnel and Thai entrepreneurs.

The World Economic Forum recently announced the Global Competitiveness Index 4.0; while Thailand has improved its competitiveness index from 67.5 points to 68.1 points, its overall ranking dropped two places to 40th place (out of 141). Thailand received a low rating on ICT Adoption and new technology applications.

Therefore, this cooperation aims to improve Thailand’s capability and compete with other countries.

According to another article, the Electronic Transactions Development Agency (ETDA) has vowed to push ahead with a regulatory system for digital certificate issuers and digital identification service as key missions next year.

Digital certificate issuers, known as Certification Authority (CA), act as a third party to help confirm the authenticity of digital signatures, servers and entities.

The mechanism is meant to facilitate business operation, boost their competitiveness and help forge technical collaboration between service providers.

The Digital ID service requires a reliable and secure system and needs to support other new technologies, such as blockchain.

The Chief Executive of the ETDA stated that the amendment to the Electronic Transaction Act earlier this year gives the agency more responsibility, which is entering its 10th year of operation.

ETDA will be responsible for ironing out the necessary standards to support electronic transactions and digital identity; regulations governing them are also needed.

There is a need to enhance the qualifications of digital service providers and improve coordination between service providers in terms of technical operations. The ETDA plans to reshape its structure, work and projects to meet the role stipulated under the act.

New technologies and online platforms can be capitalised on to enhance the living standards of Thais, narrow the income gap and increase new income streams, particularly for local communities and small and medium-sized enterprises.

ETDA is studying new digital technology trends and issuing important recommendations about them, including guidelines for the use of new tech and how to come up with prototypes and sandboxes. Data analytics was one of the very first tasks pursued by ETDA.
