Indonesia to Accelerate Digital ID Adoption

KH Ma’ruf Amin, Vice President (Wapres), encouraged relevant parties to expedite the transition from electronic KTP (e-KTP) to national digital ID (Digital KTP). The programme was launched to hasten the country’s digitalisation efforts.

The Vice President conveyed that this phase is one of the concrete measures to shrink the public services bureaucracy and may be completed swiftly. Since September of last year, the Indonesian government has planned to convert Identity Cards (KTP) to digital format through the Ministry of Home Affairs.

“We’ve begun digitising everything. As a result, [creating a KTP] must be digital for quick service. So that everything can subsequently be accessed digitally,” the Ma’ruf emphasised this in a news conference at the Barus Grand Mosque, Kampung Solok, Central Tapanuli, North Sumatra.

Zudan Arif Fakrulloh, Director General of the Department of Population and Civil Registration, confirmed that his office would gradually extend e-KTP digitalisation acceptance. They have begun in 58 Indonesian regencies and cities. He emphasised that Digital KTP is the transfer of electronic KTP (e-KTP) that Indonesian people presently utilise to mobile phones, whether in the form of a photo or a QR Code. “So that the Digital KTP can be accessed by cell phone via a special app offered by Dukcapil,” Zudan explained.

Before the digital ID initiative, citizens must print the e-KTP after submitting and recording their information at the Dukcapil Office. The Digital KTP, however, does not need to be printed because it can be installed in each resident’s cell phone.

Furthermore, the endeavour has elicited positive and negative reactions in the community, particularly in locations where internet access is deemed inadequate. Concerning the state of the internet network, the Vice President believes that it can be remedied in stages. As a result, existing limits do not impede the changeover process in locations where the internet is already well-connected.

“There will be exceptions later for regions with a lack of internet connection. However, the vast majority already have internet access,” Ma’ruf shared.

Apart from the digital ID effort, Indonesia keeps increasing digitalisation for all government organisations. Abdullah Azwar Anas, Minister for Administrative Reform and Bureaucratic Reform (PANRB) supported the Ministry of Agrarian Affairs and Spatial Planning’s (ATR) efforts to expedite digital transformation.

According to President Joko Widodo’s instruction, one key aim in achieving the Electronic Based Government System (SPBE) is digital transformation in land and spatial planning services.

Anas remarked that the ATR/BPN Ministry’s digital transition was accelerating. The ministry’s SPBE score in 2021 was 3.05 (good), then increased to 3.55 (very good). This will be optimised through service convergence and digitisation on all fronts.

Land and spatial planning services will be digitised and incorporated into the Digital Public Service Mall (MPP), which is now being developed. MPP Digital is a single sign-on strategy implemented across all lines of public services, allowing citizens/users to access all services with a single account so that it is easier to access a wide range of services in the country, including land and spatial planning services, which are vast and diverse.

He indicated that citizens have previously had to access numerous programmes and create different accounts to obtain various government services. Everything will be more straightforward in the future with the single sign-on, with population papers serving as the primary database.

Hadi Tjahjanto, Minister of ATR/Head of BTN, declared that his party remains committed to improving public services online. He admits that digitalization has lowered service density while speeding up the service process by 40%-50%.

It was also agreed at this time to expand the integration of BPN services with the current MPP in 103 districts/cities. At MPP, ATR/BPN services include measuring land parcels, evaluating land rights, mortgage rights, and land technical issues.
