Malaysia Digitalising Government Services

MIDA is taking a significant step towards digitalisation by modernising its Manufacturing License, Permit PDA Certificate, and Pioneer Status Certificate processes. This initiative is in line with MIDA’s ongoing commitment to streamline service delivery and ensure the security of online transactions.

As part of this digitalisation effort, MIDA will enhance document security and validity by incorporating digital trustmarks known as the MITI Trustmark and MIDA Trustmark onto these licenses and certificates. Moreover, digital decision letters will feature a secure QR code for added verification.

These digital documents can be easily authenticated and checked for integrity using the eValidator, a mobile verification tool offered by a Malaysia-based electronic identity and security service provider, which is available for download on both iOS App Store and Android Google Play. It is important to note that these enhancements are fully compliant with the Digital Signature Act (DSA) 1997 and the Digital Signature Regulation (DSR) 1998.

Starting from 1 September 2023, these improved features will be accessible through the InvestMalaysia Portal via the InvestMalaysia website, marking a significant milestone in MIDA’s digital transformation journey.

This digitalisation initiative aligns with broader government initiatives aimed at modernising administrative processes and enhancing the overall efficiency of public services. The government, recognising the importance of digital transformation, has been actively encouraging agencies and organisations to embrace digital technologies to improve service delivery and accessibility.

This specific initiative by MIDA contributes to the government’s larger vision of a digitally empowered nation. By leveraging digital trustmarks, secure QR codes, and mobile verification tools, MIDA is not only streamlining its operations but also adhering to legislative frameworks like the Digital Signature Act (DSA) 1997 and the Digital Signature Regulation (DSR) 1998, which were put in place to facilitate secure digital transactions.

By making these enhancements available through the InvestMalaysia Portal, MIDA is playing a pivotal role in advancing the government’s agenda for a more digitally integrated and efficient public sector. This initiative showcases the government’s commitment to harnessing technology for the benefit of its citizens and businesses, ensuring that essential services are not only more accessible but also more secure in the digital age.

The core aim of digitisation in MIDA’s latest initiative is echoed in the following examples:

  1. e-Penyata Gaji: The e-Penyata Gaji initiative, which allows civil servants to access their salary statements and related information online, is similar to the MIDA initiative in terms of providing digital access to important documents and information. Both initiatives leverage digital platforms to streamline processes for their respective user bases.
  2. eFiling (LHDN Malaysia): The eFiling system offered by the Inland Revenue Board of Malaysia (LHDN) is akin to the MIDA initiative in that it enables taxpayers to file their income tax returns online. Both initiatives leverage digital technology to simplify processes, reduce paperwork, and enhance efficiency in their respective domains.

While these initiatives may not be directly related to investment licensing and certificates like MIDA’s initiative, they share commonalities in terms of digitising processes and providing online access to important documents and services, which aligns with the broader trend of government digitalisation efforts in Malaysia.

In embracing digital transformation, MIDA’s initiative is a milestone in revolutionising government service delivery. By incorporating digital trustmarks and secure QR codes, while complying with digital signature regulations, MIDA ensures not only streamlined processes but also the security of transactions.
