HKPC’s Initiatives for Industrial Advancement

The Hong Kong Productivity Council (HKPC) entered into a strategic agreement with Baiyun District, Guangzhou. Under this collaboration, HKPC is set to establish a technical liaison outpost in Guangzhou with a specific focus on promoting new industrialisation and delivering cutting-edge advanced technologies and services.

HKPC will initiate a study in partnership with enterprises based in Baiyun District, aiming to facilitate the adoption of new industrialisation opportunities in sectors such as food, life and health technology, cosmetics, and automotive components. The study seeks to provide insights and recommendations for Baiyun District to formulate supportive policies for its enterprises in the future.

Through this partnership, both HKPC and Baiyun District are committed to supporting the expansion of Hong Kong enterprises into the Mainland market by leveraging the industrial and geographical advantages of Baiyun District. They also aim to encourage enterprises in Baiyun District to explore global opportunities through Hong Kong’s role as an international hub for innovation and technology (I&T).

This collaboration aims to foster two-way development for enterprises from both Baiyun District and Hong Kong, harnessing Hong Kong’s strengths in I&T and favourable policies to bolster the competitiveness of enterprises within the supply and industrial chains and promote new industrialisation.

Baiyun District is recognised as one of Guangzhou’s dynamic and promising regions with significant potential for development. The collaboration with HKPC is poised to assist Baiyun District in realising its development strategy, which aligns with Guangzhou’s vision of becoming a manufacturing powerhouse. The district’s focus is on nurturing and strengthening strategic emerging industries, positioning Baiyun District as a beacon of innovation and entrepreneurship in Guangzhou.

HKPC is also engaging in a similar manner with the Bureau of Science and Technology, Zhongshan Municipal Government, with details of their collaboration outlined in a recent notice issued by the Bureau. This notice includes guidelines for the use of a special fund designed to support Zhongshan enterprises in adopting technology and innovation for their development.

The special fund aims to encourage Zhongshan enterprises to increase their investment in research and development (R&D) and offers support to R&D service providers from Hong Kong, Macao, and Taiwan, including HKPC. These providers offer consultation services to enterprises to enhance management and transition to digitalised and intelligent production.

The collaboration between HKPC and the Bureau of Science and Technology in Zhongshan aims to deepen cooperation under frameworks such as “Hong Kong I&T + Zhongshan Manufacturing,” “Hong Kong Youths + Zhongshan Entrepreneurship,” and “Hong Kong Talent + Zhongshan Standard of Living.”

HKPC is also exploring collaboration opportunities with authorities in Bao’an District, Shenzhen, Dongguan, Huizhou, and other regions. These efforts aim to continue fostering exchange and cooperation in delivering innovative services within the Guangdong-Hong Kong-Macao Greater Bay Area (GBA). The goal is to further stimulate enterprise vitality in technological innovation, support the establishment of more high-tech, standard-setting enterprises, and enhance the overall competitiveness of GBA enterprises.

Recently, HKPC initiated GBA Industry Network Clusters (GBA-INC) consultation events in various cities, including Guangzhou, Dongguan, Huizhou, Jiangmen, Zhongshan, and Shenzhen. These events served as a platform for engaging with industry stakeholders, and gaining insights into their challenges and requirements. Participants included Hong Kong enterprises spanning over 20 industries, business associations, chambers of commerce (comprising more than 38,000 member enterprises in total), local government authorities, and HKSAR Government liaison offices in these cities.

In response to the insights gathered during the consultations, HKPC is embarking on a multi-faceted effort to enhance the provision of R&D and technological services to enterprises operating in the Mainland. These enhancements encompass establishing additional liaison outposts in Mainland cities within the GBA, fostering closer collaboration with Government authorities in various Mainland provinces and cities to implement new industrialisation projects, and establishing regular communication channels with industry and business associations. The latter aims to disseminate information and raise awareness regarding supportive policies, success stories, and the latest opportunities in new industrialisation in Hong Kong and the broader GBA.

Additionally, HKPC aims to encourage enterprise upgrading and transformation, collaborate with corporate partners to establish new industrialisation demonstration bases, organise seminars, facilitate talent exchange, and extend the scope of SME support services to Mainland cities within the GBA.
