Digitalising Social Interventions in the Philippines

Getting your Trinity Audio player ready...

The Pantawid Pamilyang Pilipino Programme, also known as the 4Ps, beneficiaries can now be tracked by local government organisations thanks to an app that has been officially introduced by the Department of Science and Technology (DOST) and the University of Mindanao (UM).

The “Project e4PsMap” initiative created a dashboard system, data analytics-driven application, and monitoring system for maternal and neonatal outcomes for the City of Digos. This allowed the local government to track the effectiveness and adherence rates of the programme’s intervention with its target population.

The DOST-PCIEERD (Philippine Council for Industry, Energy, and Emerging Technology Research and Development) funded UM, which also provided training in data updating, warehousing, verification, and analysis for community social workers.

Dr Enrico C Paringit, Executive Director of DOST PCIEERD, complimented the study team for creating the application and expressed hope that it could aid the 4Ps recipients.

The very core of their dedication to good governance, he continued, is reflected in the e4PsMap System. It meets a vital need for Digos City’s Local Government Unit, allowing them to determine with accuracy whether social interventions are genuinely achieving their intended goals. They bridge the gap between data and decision-making with this platform, guaranteeing that no household or individual is left behind in the pursuit of growth.

PCIEERD plays a vital role in funding and promoting research and development (R&D) projects in emerging technologies. These encompass a wide spectrum of digital innovations, ranging from artificial intelligence (AI) to data analytics and beyond. Through PCIEERD, the Philippines has been able to tap into the expansive realm of emerging technologies, positioning itself as a promising hub for digital innovation.

In the world of digital innovation, protecting intellectual property is of paramount importance. This is where DOST’s Innovation and Technology Support Office (ITSO) comes into play. By assisting inventors, entrepreneurs, and researchers in safeguarding their intellectual property rights, ITSO empowers the innovators of the Philippines to venture further into the digital landscape without fearing the loss of their creative work.

Startups are the bedrock of digital innovation, and DOST is keenly aware of their significance. With the Startup and Innovation Ecosystem Development Programme, DOST provides critical support to technology startups and innovators. These fledgling ventures often require not only financial backing but also mentorship and access to resources, all of which are key components of DOST’s holistic approach to nurturing digital innovation.

In the quest for change and advancement, DOST’s Science for Change Programme takes centre stage. By harnessing science and technology for social and economic development, this programme fuels various research and innovation projects, many of which are focused on digital solutions. Whether it’s enhancing agriculture through precision technology or improving healthcare through telemedicine, the Science for Change Programme paves the way for a technologically advanced Philippines.

Also, DOST recognises the importance of bridging the digital divide. Initiatives like the “Free Wi-Fi Internet Access in Public Places Project” underscore the department’s commitment to bringing the benefits of the digital age to all corners of the Philippines, including underserved areas.

Innovation thrives in collaboration, and DOST’s Collaborative Research and Development to Leverage Philippine Economy (CRADLE) programme fosters partnerships between academia, industry, and government. This synergy results in a wide array of research and development projects, including those in the digital realm, further bolstering the country’s technological capabilities.

Besides, food security is another critical area where DOST plays a role. The Local Innovations in Food Enterprise (LIFE) Programme extends its support to food enterprises, including those seeking to enhance their production processes through digitalisation and innovation.
