Digital Governance Excellence Forging Taiwan’s Future

More than 150 information managers and staff members from various government levels were gathered together for the “2023 National Information Managers Joint Meeting and Digital Government New Direction Development Forum,” which is being organised by the Ministry of Digital Affairs (moda).

The objectives and strategies of moda for developing digital public infrastructure have been shared by Minister Audrey Tang. By aligning with the global trend of digital transformation, the initiative seeks to solidify consensus on the future course of digital government.

The moda underscored the worldwide importance of digital government in the broader context of digital transformation. Collaborating with various ministries, the agency is actively implementing the “Digital Government Programme 2.0” (2021-2025).

Emphasis is placed on data-driven enhancements to government digital services, evidence-based approaches for decision-making, and governance quality improvement. With the programme set to conclude in 2025, the moda initiated collaboration with central government agency information managers to co-create the roadmap for the next stage of digital government development.

Minister Audrey stressed moda’s dedication to addressing digital needs and creating a secure and convenient digital infrastructure. Tangible achievements include T-Road connecting 38 agencies with 90 data transmission tasks, and facilitating cross-agency data reconciliation and consolidation work.

Initiatives like the Judicial Yuan’s “Citizen Judges” and the National Defense Mobilisation Agency’s “All-out System” have adopted T-Road’s data transmission mechanism. Additionally, the moda introduced a short URL service and 111 SMS platforms exclusively for government agencies, reinforcing trusted sources of government information and enhancing public trust.

The Minister cited these accomplishments as the foundation for constructing Taiwan’s digital public infrastructure. With Executive Yuan’s support, the moda plans to integrate digital construction formally into national public construction.

The moda places a strong emphasis on shared objectives, specifically the enhancement of digital governance capabilities and the creation of public service value. The commitment extends beyond the current initiatives, signalling a proactive approach to shaping the trajectory of digital government.

As part of its forward-looking strategy, the ministry pledges to delve into public needs using evidence-based decision-making, ensuring that policies and services align precisely with the demands and expectations of the citizens.

Besides, collaboration with various ministries becomes a cornerstone for the moda in its pursuit of a digital government that is not only efficient but also transparent and trustworthy. Recognising the interconnected nature of government functions, the ministry underscores the importance of working in tandem with other entities to establish a cohesive and integrated digital governance framework. This collaborative effort is geared towards fostering a seamless and responsive digital government that places citizens at the forefront.

The moda’s commitment to transparency is reflected in its dedication to evidence-based decision-making. By leveraging data-driven insights, the ministry aims to craft policies and implement services that are not only aligned with the current needs of the public but also adaptable to evolving requirements. This approach ensures that the digital government remains dynamic and responsive, capable of addressing emerging challenges and opportunities in the ever-evolving digital landscape.

According to moda, its vision extends beyond the immediate initiatives discussed during the National Information Managers Joint Meeting. It involves a sustained commitment to fostering digital governance excellence, prioritising public service, and fostering collaborative relationships across ministries.
