India Reinventing Government Procurement with Tech

The Government e-Marketplace (GeM) has transcended traditional support structures, strategically intervening to facilitate intricate procurement for Central Public Sector Enterprises (CPSEs). Within just 6.5 months of FY 23-24, CPSEs surpassed INR 1 lakh crore in procurement. Notably, there’s been a 166% surge in CPSE procurement through GeM in FY 23-24 compared to the previous year’s figures between April and November.

This rise extends particularly to services, witnessing a substantial rise from approximately INR 37,600 crore in FY 22-23 to around INR 66,550 crore in FY 23-24 during the same period. CPSEs’ procurement through GeM accounts for nearly 63% of the platform’s Gross Merchandise Value (GMV), with over 240 CPSEs actively engaged in these procurement efforts.

GeM’s exceptional growth trajectory is underscored by surpassing an annual GMV of over INR 2 lakh crore in FY 22-23. This fiscal year, the individual procurement of CPSEs via GeM is projected to hit INR 2 lakh crore, almost doubling its performance from the previous fiscal year.

Remarkably, CPSEs under the Ministries of Coal, Power, Steel, and Heavy Industries have emerged as leading procurers in the ongoing fiscal year. Among them, NTPC Limited under the Ministry of Power has spearheaded significant orders, surpassing INR 40,000 crore in procurement for Mine Development and Operations Services. Handling and Transport Services also witnessed significant traction, notably in CPSEs under the Ministry of Coal, where spending reached approximately INR 30,000 crore.

Moreover, GeM’s influence extends to CPSEs registering as sellers since 2021, with 43 of them successfully fulfilling orders totalling nearly INR 23,800 crore. This substantial involvement of CPSEs reflects their commitment to innovation and efficiency, catalysing GeM’s growth while reinforcing their endorsement of the digital public procurement ecosystem.

This surge hasn’t occurred in isolation – GeM’s continuous support through bid publishing processes and dedicated nodal officers maintaining close contact with CPSE buyers has ensured seamless execution. The collaboration between GeM and CPSEs signifies not just a commitment to excellence but also an unwavering support system strengthening India’s digital procurement landscape.

GeM has marked significant strides in service procurement, showcasing an exceptional surge in transaction value. Since its inception, GeM has exponentially increased its role in streamlining procurement processes, promoting efficiency, and introducing transparency in government purchases.

This success is propelled by the active involvement of prominent government buyers across various sectors. Moreover, several states and union territories, including Gujarat, Uttar Pradesh, Delhi, Uttarakhand, and Punjab, have embraced GeM for their services procurement needs.

GeM offers a diverse spectrum of services across multiple categories like Manpower Outsourcing Services, Vehicle Hiring Services, Handling, Transport and other Mining Services and Insurance Services.

Moreover, GeM actively contributes to the implementation of government schemes such as the Jal Jeevan Mission, Mission Karmayogi, Swachh Bharat Abhiyaan, and Saksham Anganwadi and Poshan 2.0 Scheme by tailoring services to facilitate their effective execution.

Additionally, GeM has facilitated unique service orders, including the hiring of Chartered aircraft, Air International Logistics Service and Drone as a Service for various applications like surveying and aerial mapping.

Ongoing high-value bids encompass Hiring, Operation And Management Of ATM, Energy Audit Service, and GIS Survey – Drone Mapping, showcasing GeM’s consistent growth and extensive service offerings in varied sectors.

OpenGov reported that in a bid to introduce transparency in procurement, e-GramSwaraj has been integrated with the Government e-Marketplace (GeM), enabling GPs to procure goods and services through the platform. This integration facilitates local producers, artisans, and cooperatives to sell directly to Government entities, aligning with the “Vocal for Local” initiative.

The collaborative efforts between State governments and centralised schemes underscore a broader vision: leveraging technology to empower India’s Gram Panchayats, fostering local development, and promoting transparency and accountability in governance.
