Taiwan Prioritises Semiconductor, AI, and Net-Zero Technologies

The culmination of the Executive Yuan’s 2023 Science and Technology Advisory Board Meeting marked a significant milestone for Taiwan’s scientific and technological endeavours. Over three days, a distinguished panel of eight thought leaders from both the domestic and international industry and research community, alongside representatives from pertinent government ministries, engaged in in-depth discussions.

The closing ceremony, graced by Premier Chen and Chief Advisor Dr James C Liao, unveiled a compelling summary report, spotlighting the crucial themes of “Semiconductor × AI” and “Net Zero Technology.” These themes transcend local significance, resonating as key drivers for Taiwan’s long-term science and technology advancement and as pivotal areas on the global stage.

Informed by international trends and domestic imperatives, the recommendations born from these deliberations are poised to shape enduring policies across diverse government ministries and agencies in Taiwan.

The first focal point, “Semiconductor × AI,” charts an ambitious vision to position Taiwan at the forefront of semiconductor and AI leadership. Dr James envisions Taiwan becoming a reliable partner in propelling global innovations in semiconductor and AI technology.

Three strategic pillars underpin this vision: nurturing the next generation of semiconductor and AI talent, expediting the development of application technologies in these domains, and harnessing generative AI and chips to catalyse innovation across industries while fostering startup incubation.

Besides, “Net-Zero Technology” underscores Taiwan’s commitment to environmental sustainability. Taiwan’s steadfast approach seeks to set an example for the world in the transition towards net zero, guided by knowledge-based pathways influencing energy provision, industrial processes, lifestyles, and societal norms.

The strategies encompass 2030 carbon reduction targets tailored to Taiwan’s unique characteristics, the development of net-zero technologies aligned with local industries, the creation of a local green supply chain, and leveraging AI transformation for a dual net-zero and digital transition.

Dr Tsung-tsong Wu, Minister without Portfolio and the Minister of Science and Technology Council of Taiwan, shed light on the international shifts in the political and economic landscape, elevating Taiwan’s research and development (R&D) and industrial capabilities on the global map.

The meeting underscored the importance of horizontal connections across industry ecosystems, emphasising collaboration across government ministries and agencies at all levels. This holistic approach recognises the criticality of enhancing international cooperation and addressing local needs, fostering a deeper engagement with global partners.

The revival of the Science and Technology Advisory framework after a 12-year hiatus not only signifies a reinvigorated commitment to strategic planning but also serves as a platform for science and technology advisors to provide insightful recommendations. These recommendations, originating from a national strategic perspective, offer a glimpse into Taiwan’s robust strengths in science and technology. More significantly, they pave the way for Taiwan to join hands with international collaborators in confronting major global challenges.

This dedicated pursuit of excellence manifests through the integration of forward-thinking strategies that extend beyond routine discussions, indicative of Taiwan’s proactive approach to addressing the evolving challenges and opportunities in the technological landscape.
