China: Chengdu’s Path to a Digital Business Environment

In a recent meeting convened by the Municipal Development and Reform Commission, the focus was on charting a strategic course for Chengdu’s future, inspired by the directives outlined in the Fourth Plenary Session of the 14th Municipal Party Committee.

Led by Wang Fengjun, Secretary of the Party Leadership Group and Director of the Committee, the meeting underscored the city’s commitment to aligning with the national agenda outlined in the 20th National Congress and General Secretary Xi Jinping’s insights during his Sichuan inspection.

The heart of Chengdu’s forward-looking vision lies in the comprehensive promotion of digitalisation to empower the business environment. The city aims to streamline processes, enhance accessibility to government services, and facilitate a seamless experience for businesses.

The initiative involves creating a “one-stop access” system for government services, policy elements, and corporate demands, coupled with “one-stop management” of market operations. This holistic approach is designed to not only implement policies efficiently but also elevate the satisfaction and engagement of market entities.

The emphasis on “strengthening confidence, breaking down barriers, and giving opportunities” is evident in the introduction of policies supporting the private economy. Chengdu has implemented an innovative government, bank, and enterprise docking platform, blending online and offline interactions.

Noteworthy are the unveiled three lists encompassing major projects, industrial initiatives, and franchise projects. These measures aim to catalyse private investment, reinforcing Chengdu’s commitment to fostering economic vibrancy.

The city’s proactive stance includes a focus on high-quality development, with a commitment to both economic quality and quantity improvement. Chengdu is pioneering advancements in key areas such as underground pipeline networks, essential services like education and elderly care, and national support directions including the three major projects. The approach is meticulous, with attention given to emerging sectors such as virtual power plants.

Integral to Chengdu’s strategy is the adoption of a project management platform, now upgraded to version 3.0, emphasising full life cycle management services. The expansion and strengthening foundation action for major projects, including those with an investment exceeding 50 million yuan, signifies a commitment to intelligent dispatch and meticulous oversight. The coordination of over 900 provincial and municipal key projects throughout the year further underscores Chengdu’s dedication to driving sustainable growth.

As Chengdu charts its course towards a digitalised and empowered business environment, the city exemplifies the blend of visionary planning and practical implementation. The comprehensive approach, spanning government services, policy implementation, and market operations, underscores Chengdu’s commitment to becoming a modern, efficient, and business-friendly hub, poised for continued success in the digital era.
