The Nineteenth Session of the United Nations Statistical Institute for Asia and the Pacific (UNSIAP) Governing Council saw the Philippine delegation, under the leadership of Undersecretary Claire Dennis S Mapa, PhD, National Statistician and Civil Registrar General, making pivotal contributions that will shape the future direction of the institute.
The UNSIAP Governing Council, comprising representatives from the Government of Japan and elected members from the Economic and Social Commission for Asia and the Pacific (ESCAP), plays a crucial role in guiding the strategic direction of the institute.
The council reviews the administration and financial status of the institute, endorsing annual and long-term work plans. The Philippines, through the Philippine Statistics Authority (PSA), earned its place in the council, underscoring the nation’s commitment to advancing statistical capabilities.
Looking ahead to the 2024 work plan, the PSA is advocating for Leadership Training for Middle Managers in National Statistical Offices (NSOs). This forward-thinking approach recognises the need for empowered leadership within NSOs to navigate the complexities of data management.
Further, the PSA recommends expanding e-learning training courses, with a special emphasis on Gender Statistics and Data Visualisation, ensuring a holistic and inclusive approach to data training in the Asia-Pacific region.
The Philippines’ contribution went beyond proposing plans; it extended to actively participating in the Eighteenth Management Seminar for Heads of NSOs in Asia and the Pacific. The nation aimed to enhance leadership and management capabilities in data stewardship and governance. The discussions were not typical bureaucratic exchanges; they involved interactive methods, focusing on the UN Fundamental Principles of Official Statistics (UNFPOS).
The UNFPOS, adopted in 2014, received crucial recognition at the highest political level during the seminar. This underscored the indispensable role of reliable and objective data in effective decision-making.
Undersecretary Claire played a key role as one of the lead discussants in sessions dedicated to implementing the UNFPOS. These sessions delved into the challenges faced by countries in implementing these principles, particularly in the context of a devolved system of governance.
