The recent statements by Foreign Minister Dr Vivian Balakrishnan during the Annual Diplomatic Seminar at the Portuguese Ministry of Foreign Affairs illuminate the fundamental principles that have driven Singapore to its present position as a symbol of triumph, skillfully manoeuvring through the challenges of independence and globalisation.

The fourth element contributing to Singapore’s success is a strong rule of law. The predictable legal framework provided a stable environment for businesses and investors, making Singapore an appealing global hub. This commitment to the rule of law has been a cornerstone of the nation’s economic success.

Singapore has played a significant role in discussions on cybersecurity, artificial intelligence (AI), climate change, sustainability, and marine biodiversity.

These engagements underline Singapore’s belief in the importance of multilateralism and international law. AI, quantum computing, synthetic biology, and renewable energy mark an inflexion point in history. The mastery of these technological breakthroughs will confer disproportionate economic and strategic power on the countries or regions that lead the way.

The Minister urged nations to recognise the significance of technological advancements. The race to master these technologies has far-reaching implications for global influence. Singapore positions itself at the forefront of this technological revolution, emphasising the importance of staying ahead in the fields of AI, quantum computing, and other cutting-edge fields.

Minister Vivian stressed the transformative power of technology. He believes in a collective focus on harnessing the potential of AI, quantum computing, synthetic biology, and renewable energy for the betterment of humanity.

Additionally, Singapore’s success story, rooted in a disciplined population, collaborative tripartite relationships, strategic infrastructure development, and a commitment to the rule of law, serves as a blueprint. As the world stands at the crossroads of technological advancements, nations must heed the call to embrace innovation, cooperation, and progress for a more promising future.

The Minister expressed the view that a new global convention is necessary for both AI and cybersecurity. He emphasised the importance of collective efforts, stating that while small countries cannot unilaterally dictate rules, they can collaborate to establish a fair, predictable, and consistent regime for all nations.
