Empowering Philippine Digitisation Strategy

In the era of digitisation, a prominent technology firm listed on the stock exchange recognises the immense potential in serving national government agencies (NGAs) and local government units (LGUs), aligning with the government’s push to digitise government services under the current administration.

Expressing the heightened demand for digitalisation in public services, the CEO emphasised the strategic decision to target NGAs and LGUs as their primary markets for the year, with a focus on facilitating their adoption of artificial intelligence (AI) in transactions with the public.

Currently engaged with five NGAs and LGUs, the company plays a pivotal role in guiding them through digital transformation, particularly in the utilisation of AI for enhanced public services. While LGUs predominantly digitise constituent-facing functions, NGAs are in need of system improvements.

Acknowledging the government’s commitment to digitisation, the CEO emphasised the necessity for government entities to lead in adopting advanced technologies like AI, positioning themselves as models for the nation.

In light of the government’s push for digitalisation, the CEO urged NGAs and LGUs to consider outsourcing their digitisation requirements to reputable technology companies, fostering efficiency and innovation in line with the government’s goals.

However, a recent report from the Anti-Red Tape Authority (ARTA) revealed that only 19 LGUs nationwide have fully complied with the electronic Business One-Stop Shop (eBOSS), while 611 have partially complied, leaving over 1,000 LGUs yet to implement the eBOSS scheme.

Aligned with the government’s digitalisation initiative, the Electronic Business One-Stop Shop (eBOSS) serves as a crucial tool enabling municipalities to streamline and expedite the acquisition of digital records for their constituents. This comprehensive platform facilitates the application process across various modules, contributing to the efficiency of government services.

At the JMC Virtual Ceremonial Signing and Press Briefing, Secretary Ramon M. Lopez unveiled the strategic vision, highlighting the key role of standards in promoting a customer-friendly approach within Local Government Units (LGUs) and advancing the digital transformation of business permitting processes through the electronic Business One-Stop Shop (eBOSS).

The implementation of standards within Local Government Units (LGUs) not only serves as a catalyst for regulatory efficiency but also encourages a customer-friendly approach to meeting obligations. Recognising the significant impact of satisfied customers on the local economy, fostering increased investments and higher employment opportunities, these standards become integral in the current economic landscape.

The strategic initiative to re-engineer business permitting processes through the adoption of the electronic Business One-Stop Shop (eBOSS) emerges as a pivotal step towards promoting streamlined operations for LGUs.

The envisioned outcome of this digital transformation is a surge in business registrations and a subsequent rise in revenues derived from business taxes and fees. This financial influx, in turn, contributes substantially to the growth and development of local communities, offering abundant livelihood opportunities for citizens. The interconnected nature of eBOSS, when integrated with the overall Central Business Portal (CBP) in collaboration with DTI, DICT, DILG, and ARTA, adds another layer of efficiency to the entire process.

The concept of end-to-end connectivity takes shape as businesses can seamlessly navigate through various agencies—from the Department of Trade and Industry (DTI) or Securities and Exchange Commission (SEC) to the Philippine Health Insurance Corporation (PhilHealth), Pag-IBIG Fund, and Social Security System (SSS), ultimately connecting to the Bureau of Internal Revenue (BIR).

This comprehensive online platform, complemented by e-payment options, empowers users to complete all necessary procedures without leaving their homes, ensuring a convenient, efficient, and digitally enabled business environment.
