Vietnam’s National Council for Science, Technology, and Innovation

Prime Minister Pham Minh Chinh’s recent decision to establish the National Council for Science, Technology, and Innovation underscores Vietnam’s commitment to advancing its scientific and technological capabilities. Led by the Prime Minister, with Deputy Prime Minister Tran Luu Quang as the standing Vice Chairman and the Minister of Science and Technology as Vice Chairman, the council brings together key leaders from various ministries and institutions to drive forward the country’s innovation agenda.

Comprising representatives from ministries such as Planning and Investment, Finance, Home Affairs, Education and Training, Information and Communications, Industry and Trade, Agriculture and Rural Development, Public Security, National Defence, and the Government Office, the council boasts a diverse range of expertise.

Additionally, leaders from academic institutions including the Vietnam Academy of Science and Technology, Vietnam National University – Hanoi, and Vietnam National University – Ho Chi Minh City, along with experts and scientists, contribute their insights to the council’s deliberations.

As an inter-sectorial organisation, the council’s mandate extends beyond mere advisory functions. It is tasked with studying, directing, and coordinating the formulation and implementation of policies, strategies, and mechanisms aimed at fostering science, technology, and innovation across the nation.

By promoting collaboration and coordination among ministries, provincial administrations, and academic institutions, the council seeks to drive socio-economic development, bolster national security, and facilitate Vietnam’s integration into the global innovation ecosystem.

With its focus on leveraging science, technology, and innovation to address key socio-economic challenges, the National Council for Science, Technology, and Innovation is poised to play a pivotal role in shaping Vietnam’s future trajectory. Underscoring the critical significance of seizing opportunities within the digital revolution, there is a particular emphasis on artificial intelligence (AI) development. Recognised as a pivotal aspect of Vietnam’s digital transformation endeavours, AI holds immense potential to spur innovation and position Vietnam as a frontrunner in the realm of technology.

Ultimately, the primary objective for Vietnam’s digital technology industry is evident: to elevate the nation to high-income status by 2045 through strategic utilisation of digital innovations.
