Vietnam’s Comprehensive Strategy for AI Advancement

The Ministry of Science and Technology (MoST) is advocating for the Government’s endorsement of a comprehensive national strategy on artificial intelligence research, development, and application by 2030, aiming to position Vietnam as a significant player in the global AI landscape. Deputy Chief of the MoST’s Department of High Technology, Tran Anh Tu, emphasised this proposal during the ministry’s quarterly press conference in Hanoi on April 10, highlighting the imperative of nurturing Vietnam’s AI industry to ensure its competitiveness and contribution to socio-economic progress.

According to Tu, it is imperative for Vietnam to actively participate in the global trend of AI integration into various sectors of the economy and society. He stressed the ministry’s commitment to formulating supportive policies and regulatory frameworks, particularly addressing issues related to data management, to foster the growth of the AI industry. By doing so, Vietnam aims to capitalise on the transformative potential of AI technologies to drive innovation, enhance productivity, and address societal challenges.

The government’s recent approval of a national data strategy on February 2 is seen as a pivotal step in laying the groundwork for advancing the domestic AI sector. This strategy aims to ensure seamless connectivity among national, regional and national centres for large data storage and high-performance computing across the country, with the ambitious goal of achieving 100% successful connectivity.

Deputy Minister Nguyen Hoang Giang underscored the importance of establishing an open and conducive legal framework to support AI development while drawing insights from the experiences of developed nations in managing AI-related challenges, including ethical considerations and data privacy concerns.

Furthermore, the development of AI technologies must be accompanied by a strong emphasis on responsible innovation and ethical considerations. As Deputy Minister Giang pointed out, digital technology advancement must be aligned with principles of social responsibility and ethical conduct to mitigate potential risks and ensure that AI benefits society as a whole.

The MoST is also gearing up to enhance its efforts in refining existing mechanisms and policies to create an enabling environment for technological advancement. In the second quarter of the year, the ministry plans to focus on strengthening the legal and regulatory frameworks governing technology development and fostering greater international collaboration in these areas.

Nguyen Duc Hoang, Deputy Head of the MoST’s State Agency for Technology Innovation, highlighted the importance of expanding partnerships with both bilateral and multilateral partners to leverage expertise and resources in driving innovation and technology transfer.

Vietnam is demonstrating a keen eagerness to propel the advancement of AI within its borders, recognising the pivotal role that AI technologies can play in driving economic growth and societal progress. To facilitate this vision, the Vietnamese government is diligently working to establish the appropriate legal frameworks and regulatory mechanisms necessary to support the responsible development and deployment of AI.

OpenGov Asia reported that Deputy Minister of Information and Communications Nguyen Phu Tien announced significant progress in developing legal regulations for virtual assistants and AI applications in Vietnam, aligning with the national strategy aiming to position the country among the top four in ASEAN and the top 50 globally in AI research and development by 2030. These measures underscore Vietnam’s commitment to fostering an open legal framework conducive to advancing AI technology and achieving ambitious goals outlined in Decision 127/QD-TTg.
