During his speech at the 15th Asia-Pacific Programme for Senior National Security Officers (APPSNO), Minister for Education Mr Chan Chun Sing outlined a roadmap for progress in the ever-evolving arena of global geopolitics. As delegates convened from various corners of the region, Minister Chan’s address exuded both optimism and pragmatism, highlighting the significant impact of technological advancement and international cooperation in fostering a more interconnected and prosperous global community.

Rather than succumbing to pessimism, Minister Chan painted a vibrant picture of opportunity amidst the challenges. He recognised the risks posed by a fragmented global landscape but emphasised the immense potential for innovation and collaboration that technology offers. From advancements in artificial intelligence and quantum computing to the transformative possibilities of blockchain and biotechnology, Minister Chan highlighted the pivotal role of technology in driving economic growth, fostering social progress, and enhancing global connectivity.

Against the backdrop of rapid global changes, Minister Chan acknowledged the role of all participants, emphasising the importance of fostering networks and partnerships to forge common ground in pursuit of shared security objectives. He underscored the imperative of adaptability and collaboration in navigating the complexities of the modern world, highlighting the need for a united front in addressing emerging challenges.

In emphasising the importance of collective security, Minister Chan cautioned against the pitfalls of prioritising individual interests to the detriment of broader cooperation. Drawing on examples from around the world, he underscored the critical role of mutual trust and collaboration in addressing complex security challenges. By fostering a culture of cooperation and partnership, nations can transcend geopolitical divides and work together towards shared prosperity.

Turning his focus towards resilience, Minister Chan championed the virtues of interdependence over isolationism. He emphasised the need for countries to forge mutually beneficial partnerships, leveraging each other’s strengths to build resilience in the face of uncertainty. By embracing interconnectedness and fostering open dialogue, Minister Chan argued, nations can create a more robust global order capable of withstanding the challenges of the 21st century.

Offering practical guidance, Minister Chan urged honesty, boldness, and conviction in tackling shared challenges. He underscored the importance of investing in education and skills training to equip individuals with the tools needed to thrive in a rapidly evolving technological landscape. Moreover, he stressed the imperative of continued dialogue and cooperation, even in the face of adversity, to build trust and foster mutual understanding.

Minister Chan expressed unwavering optimism for the future, highlighting the collective agency of nations, companies, and individuals in shaping a more integrated and interconnected world. He called upon participants to seise the boundless opportunities presented by technological progress and international cooperation, envisioning a future marked by innovation, collaboration, and shared prosperity.
