India: UI/UX Strategies to Transform Digital Governance

The Ministry of Electronics and Information Technology (MeitY) hosted a National Workshop titled ‘Powering Transformation through UI/UX for Digital Governance’. This event aimed to establish guidelines to improve the user experience of government websites, portals, and applications.

As the digital landscape rapidly evolves, users demand seamless and intuitive interactions with digital applications. The workshop brought together stakeholders from the government, industry, design, and development sectors to discuss best practices and challenges in creating effective UX/UI for public-facing digital services.

A significant highlight of the workshop was the signing of a Memorandum of Understanding (MoU) between the Ministry of External Affairs, MeitY, and Common Service Centres. This agreement underscores the collaborative effort to enhance digital governance.

Appreciation certificates were awarded to five people to recognise outstanding contributions to intuitive and visually appealing UX/UI design.

The workshop, chaired by Shri Amit Agarwal, CEO of UIDAI and DG of NIC, featured various panel discussions led by industry and government leaders. Topics included Best UX Practices, the Role of UX/UI in Citizen Engagement with the Government, Tools & Techniques for UX/UI Practices and Aspirations and Experiences of Citizens in the Social Domain

Industry leaders from major companies showcased their innovations in dedicated stalls. The event was widely praised by industry leaders and government officials alike, concluding with a strong commitment to enhancing UI/UX on government digital platforms.

The workshop underscored the critical role of effective UX/UI design in digital governance, ensuring that user interactions with government services are both efficient and enjoyable.

India’s commitment to digital governance is demonstrated through the Department of Administrative Reforms & Public Grievances (DARPG) National e-Governance Webinar Series (NeGW). This monthly series aims to disseminate and replicate award-winning e-governance initiatives. The sixth webinar in March focused on “Excellence in adopting Emerging Technologies” and featured two notable initiatives:

Trinetra: Integrated Command and Control Center (i3C) – Presented by Shri Narasimha Komar, this initiative from Gujarat’s Police Department uses extensive surveillance and video analytics to enhance police capabilities in monitoring criminal activities, traffic management, and enforcement.

The operationalisation of Integrated Command and Control Centers (i3Cs) has been a major milestone in India’s Smart City plans. These i3Cs function as the brain and nervous system for city operations, enhancing the management of urban services across various fields such as crime tracking, citizen safety and security, transport management, solid waste management, and water supply.

A key feature of i3Cs is their ability to promote inter-departmental coordination. Essential city departments like Traffic Police, Health, Water, Solid Waste Management, and Irrigation are integrated with i3Cs. Notably, the integration with the Police department has improved surveillance, enhanced citizen safety, and facilitated crime prevention and resolution.

Efforts to link i3Cs with the Crime and Criminal Tracking Networks and Systems (CCTNS) are underway. This integration strengthens a city’s policing capabilities by developing and integrating data and crime records across police stations, and providing a centralised citizen portal for various citizen-friendly services.

North Eastern Spatial Data Repository (NeSDR) – Highlighted by Dr Dibyajyoti Chutia, this project from Meghalaya’s North Eastern Space Applications Centre utilises geospatial analytics to address societal issues such as deforestation, disaster management, and environmental protection.

The Geo-Analytics of NeSDR is a central hub for geospatial big analytics, addressing critical issues like deforestation, disaster management, disease control, and climate monitoring. It offers an integrated platform for both traditional remote sensing scientists and a broader audience, simplifying the use of advanced cloud computing resources.

NeSDR aims to reduce data duplication across departments and provides tools for analytical decision support, intelligent monitoring, gap analysis, and comprehensive government planning and management.

These initiatives are recognised for leveraging emerging technologies to improve governance and service delivery.
