Vietnam: Prime Minister’s Vision for Digital Development

Prime Minister Pham Minh Chinh underscored the pressing need for a more resolute and comprehensive execution of the project aimed at developing resident data, electronic identification, and authentication applications. The overarching objective of this initiative is to propel Vietnam’s national digital transformation agenda forward, spanning the period from 2022 to 2025, with a strategic vision that extends to 2030 (Project 06).

Additionally, the Prime Minister advocated for intensified efforts in fostering robust data connection and sharing mechanisms, which are pivotal for accelerating e-commerce development and fortifying tax management systems, thereby translating into tangible benefits for citizens and businesses alike.

During an online conference convened to evaluate the progress made in implementing the Prime Minister’s directives concerning this domain over the past year, PM Chinh expressed appreciation for the concerted endeavours undertaken by ministries, sectors, and localities in surmounting various challenges—ranging from regulatory hurdles to technological complexities and resource constraints—that have impeded the seamless advancement of the project.

Significant strides have been made in enhancing stakeholders’ awareness pertaining to the intricate requirements associated with infrastructure development, human resource allocation, data security protocols, and safety standards crucial for the successful realisation of Project 06.

Furthermore, the government has proactively pursued legislative and regulatory reforms, with three laws already submitted for approval by the National Assembly and three decrees issued to provide legal frameworks supportive of the project’s objectives. Noteworthy achievements also include the streamlining of administrative procedures, with 763 out of 1,084 procedures already simplified.

In the realm of cybersecurity, notable progress has been achieved, evidenced by a substantial proportion of information systems now meeting stringent safety criteria. Moreover, extensive strides have been made in facilitating data connectivity and sharing between the National Residents Database and various administrative procedure processing systems, spanning ministries, sectors, state-owned enterprises, telecommunications firms, and provincial-level localities.

The implementation of Project 06 has yielded tangible dividends, with essential public services now readily accessible online, resulting in significant annual savings for both the State and society at large. The VNeID e-identification app, a cornerstone of Project 06, has garnered widespread popularity, boasting millions of monthly users.

Prime Minister Chinh reiterated the imperative of expediting the formulation of regulations conducive to resident database development and seamless data-sharing mechanisms. Moreover, he emphasised the urgent need to streamline administrative procedures further and pave the way for universal adoption of VNeID accounts for online administrative transactions.

Furthermore, the Prime Minister called upon relevant agencies to undertake a comprehensive evaluation of public services facilitated through VNeID, such as criminal record issuance, which is currently undergoing a pilot phase in select provinces with plans for nationwide scaling.

To advance the digital government agenda and bolster e-commerce endeavours, ministries, agencies, and localities were directed to expedite the completion of data connection with the national portal for public services, upgrade their digital infrastructure, and foster a culture of data sharing.

OpenGovAsia reported that a new platform launched by a security company at a seminar in Hanoi represents Vietnam’s significant stride in data security, being the country’s first fully compliant platform for personal data protection regulations. Tailored to the needs of businesses amidst rising cybersecurity threats, it aims to streamline compliance processes, reduce costs, and ensure adherence to stringent legal standards, particularly crucial with the implementation of Government Decree 13/2023/ND-CP.
