DICT Empowering Digital Excellence in the Philippines

The Department of Information and Communications Technology (DICT) is spearheading a digital transformation journey in the Philippines, leveraging advanced technology to enhance government services across the nation. Central to this effort is the introduction of groundbreaking platforms such as e-Gov PH (e-Government Philippines) and its flagship application, e-LGU (Electronic Local Government Unit).

David L. Almirol Jr., the Undersecretary for e-Government at DICT, highlighted the user-friendly nature of these innovations during their launch in Pangasinan. He emphasised that Filipinos can now access a wide array of government services with just a few clicks from the comfort of their homes, including seamless transaction processes and secure payments.

The eGov PH mobile application integrates various government sectors into a unified online platform, significantly reducing economic costs for citizens and fostering nationwide connectivity. A key component, the e-LGU app, facilitates digital interactions and emergency services access, including vital functions like the Bureau of Fire Protection and police departments.

This versatile app serves as a comprehensive tool for diverse purposes such as bill payments, business permits, health certificates, and managing local taxes and property. It streamlines administrative processes by eliminating the need for physical IDs through digital authentication, enabling swift access to government agencies for permits and certificates.

Undersecretary Almirol underscored that the app also supports citizen engagement by enabling users to file complaints and reports efficiently, further enhancing public service accessibility and transparency. The collaboration between DICT and the Anti-Red Tape Authority aims to streamline bureaucratic procedures, ensuring efficient and responsive government transactions.

Accessing these services is straightforward: users can download the eGov app from major app stores, register using their mobile numbers, and verify their identities through a secure process, including facial recognition. Once registered, users gain immediate access to a range of government services, enhancing convenience and efficiency.

Derrex Dowel Caldito, a Project Development Officer II at the Department of Social Welfare and Development in Lingayen, highlighted the app’s impact on improving his work related to beneficiary validation and occupational classifications. The app simplifies processes like the Philippine Standard Occupational Classification (PSOC), facilitating surveys and censuses crucial for programs like the Pantawid Pamilyang Pilipino Program (4Ps).

In Pangasinan alone, 29 LGUs have adopted the eLGU-Integrated Business Permits and Licensing System (eLGU-iBPLS), benefiting over 42,000 businesses. Training sessions conducted across municipalities have enhanced local capacity in utilising these digital tools, with plans for further expansion and training in additional LGUs underway.

Looking ahead, June Vincent Manuel Gaudan, Officer-in-Charge Regional Director of DICT Region 1, emphasised ongoing efforts to educate and empower LGUs in maximising the app’s potential. Local forums and seminars will ensure widespread adoption and effective use of the eLGU-iBPLS system, reinforcing the commitment to digital innovation and service excellence nationwide.

AsOpenGov Asia reported the DICT remains steadfast in its commitment to leveraging technology for national advancement, empowering local government units (LGUs) and ICT councils to enhance ICT capabilities at the grassroots level.

Through the Digital Innovation for Regional Ecosystem and Countryside Transformation (DIRECT) Programme, the DICT is directly impacting stakeholders in rural areas with initiatives aimed at promoting digital literacy and fostering economic growth.
