Vietnam Sets Course for National Transformation

Prime Minister Pham Minh Chinh underscored the pivotal role of public awareness in Vietnam’s ambitious digital transformation agenda during his address at a hybrid conference in Hanoi. Leading discussions on the implementation of Project 06, aimed at developing resident data, electronic identification, and authentication applications, Prime Minister Chinh highlighted the imperative for every individual and business to comprehend the profound benefits of these initiatives through 2030.

Digital transformation emphasised Prime Minister Chinh, is not merely an option but an unavoidable global trend, particularly pertinent in the era of the Fourth Industrial Revolution. He stressed that digitalisation has become integral to daily life, impacting personal routines and business operations alike. Vietnam, positioning digital transformation as a strategic choice and top developmental priority, seeks rapid and sustainable growth while transitioning towards a green economy.

Prime Minister Chinh commended Project 06 as a cornerstone of Vietnam’s national digital transformation efforts over the past two years, notably piloted in Hanoi and Ho Chi Minh City. He praised Hanoi’s proactive measures and resolute commitment to spearheading these initiatives, which have already begun yielding positive results.

Looking forward, Prime Minister Chinh outlined specific tasks for Hanoi, urging the capital to lead the charge in embracing the Fourth Industrial Revolution and advancing national digital transformation initiatives. He emphasised the city’s role in fostering a civilised and modern society, underpinned by principles of green and circular economies, digitalisation, and the cultivation of digital citizens.

Key priorities for Hanoi in the upcoming period include enhancing technology infrastructure, accelerating digitalisation efforts, and fostering data sharing crucial for establishing a digital government, economy, and society. Prime Minister Chinh stressed the importance of facilitating seamless access to services for individuals and businesses, optimising efficiency, minimising costs, and mitigating risks.

Furthermore, he emphasised the necessity for robust mechanisms and policies to support these endeavours, enhancing Hanoi’s investment climate and competitiveness. He highlighted the urgency of streamlining administrative procedures, bolstering integration efforts, and ensuring the security of networks and personal data in the digital landscape.

In pursuit of these goals, the Prime Minister recommended expanding services available through the e-identification app VNeID, promoting cashless transactions, and advancing digital transformation within the tax sector. These measures, he emphasised, are essential for realising Vietnam’s vision of a digitally inclusive society and a thriving digital economy.

Additionally, Hanoi unveiled several platforms and applications designed to facilitate Project 06’s implementation, including iHanoi, EHR (Electric Health Record), PHR (Personal Health Record), and eCabinet. These innovations are set to bolster digital infrastructure and enhance service delivery across various sectors, supporting Vietnam’s ambitious digital transformation journey.

OpenGov Asia reported that Prime Minister Pham Minh Chinh had stressed the critical need for robust implementation of Project 06, aimed at developing resident data, electronic identification, and authentication applications to advance Vietnam’s national digital transformation agenda from 2022 to 2025, with a vision extending to 2030.

Prime Minister Chinh has praised efforts in overcoming challenges in infrastructure, human resources, and regulatory hurdles. Significant achievements include legislative reforms, simplified administrative procedures, enhanced cybersecurity measures, and improved data connectivity, facilitating online public services and savings.

Prime Minister Chinh urged expedited regulatory frameworks, further administrative streamlining, and widespread adoption of the VNeID app for digital transactions, emphasizing inclusive growth and sustainable development through digital innovation.

Prime Minister Chinh’s address at the conference underscored Vietnam’s commitment to harnessing digital technologies as a catalyst for socio-economic development and sustainability. By prioritising public awareness and collaboration across sectors, Vietnam aims to leverage digital transformation to propel itself into a future marked by innovation, efficiency, and inclusive growth.
