India’s Comprehensive Approach to Cyber Resilience

As digital engagement grows, ensuring a secure and trustworthy online environment has become a priority for the Indian government. India’s rapid digital expansion, with a remarkable 936 million Internet subscribers as of December 2023, has established it as a global leader in the digital realm. This vast connected network, comprising what are known as ‘Digital Nagriks,’ reflects the nation’s increasing reliance on digital platforms for essential services such as business transactions, education, financial management, and government interactions.

The Indian Computer Emergency Response Team (CERT-In) plays a pivotal role in maintaining the country’s cybersecurity infrastructure. Established under Section 70B of the Information Technology Act, 2000, CERT-In functions as the national agency for incident response, operating a 24/7 Help Desk to address cybersecurity incidents promptly. It offers comprehensive services including Incident Prevention and Response and Security Quality Management Services to bolster cybersecurity across various sectors.

Over the past three years, CERT-In has dealt with numerous cybercrime cases, working closely with service providers, regulators, and Law Enforcement Agencies (LEAs) to combat phishing, fraud, and other cyber threats. CERT-In also provides advisories to ministries and entities handling digital personal data to enhance their cybersecurity measures. The agency operates an automated cyber threat exchange platform to disseminate alerts and manages the Cyber Swachhta Kendra to detect and remove malicious software. Moreover, CERT-In conducts mock drills and training sessions to ensure organisational readiness against cyber threats.

To strengthen the nation’s response to cybercrimes, the Indian government has introduced several key initiatives. The Indian Cyber Crime Coordination Centre (14C) has been established to improve the coordination among LEAs in addressing cybercrimes. This centre aims to provide a comprehensive framework for managing digital threats.

Alongside this, the National Cyber Crime Reporting Portal has been launched, allowing the public to report cybercrimes directly. Reports filed through this portal are automatically forwarded to the relevant state or union territory law enforcement agencies, facilitating a prompt and efficient response to incidents.

In addition, the ‘Citizen Financial Cyber Fraud Reporting and Management System’ has been introduced to help victims of financial fraud report incidents swiftly. The system includes a toll-free helpline number, ‘1930,’ to assist with online cyber complaints, ensuring that fraud victims receive timely support and intervention.

The government has also implemented extensive awareness campaigns aimed at educating the public about cyber threats. These campaigns include issuing regular alerts and advisories, conducting specialised training for law enforcement personnel, prosecutors, and judicial officers, and enhancing cyber forensic facilities to support investigative processes. These efforts collectively contribute to a robust framework for addressing cybercrimes and improving overall cybersecurity resilience.

The Digital Personal Data Protection Act, 2023, represents a significant step in safeguarding personal data. This Act upholds principles of data protection, such as obtaining explicit consent for data use, limiting data collection to necessary levels, ensuring data accuracy and timely updates, and implementing stringent security measures.

It also imposes strict regulations on data transfers, as evidenced by the Reserve Bank of India’s directive requiring payment system data to be stored within India. These provisions highlight the Act’s commitment to robust data protection and the secure handling of personal information.

India’s rapid digital transformation necessitates a strong focus on data security to maintain trust and ensure sustainable growth in the digital economy. The government’s initiatives, including the Digital Personal Data Protection Act and various cybersecurity measures, underscore a comprehensive approach to enhancing digital security.
