Strengthening Cybersecurity of India’s Power Grid

A Memorandum of Understanding (MoU) has been signed between the Indian Institute of Technology, Kanpur (IIT-Kanpur) and the National Power Training Institute (NPTI) for research and training to enhance the cybersecurity capabilities of the power grid in India.

Under the partnership, the institutes will create a Detailed Project Report (DPR) to establish an OT (Operations Technology) and SCADA (Supervisory Control and Data Acquisition System) Cyber Security Lab at NPTI. According to a press release, these systems are distinct from the IT systems used by power system operations organisations, such as power distribution utilities or power generation and transmission companies. The cybersecurity of these systems is very important in today’s cyber environment.

IIT-Kanpur Director, Manindra Agrawal noted that cyberattacks and intrusions are an increasingly regular occurrence. It has become crucial to safeguard critical infrastructure and be future-ready for these malicious attacks. With IIT-Kanpur’s extensive expertise in cyber security research, the MoU will contribute to the nation’s technological advancements to prevent any further cyberattacks on critical infrastructure.

Preparing a DPR is a “foundational step” in establishing a Power Systems OT and SCADA Lab, which will be state-of-the-art and have the most common components used in OT systems at various Indian utilities. The lab will be more extensive than what is already present at the IIT-Kanpur’s Cyber Security and Cyber Security for Cyber-Physical Systems (C3iHub), Sandeep Shukla, Project Director, C3iHub, explained. It is expected to serve as a significant asset for power system operators in the country to train their workforce in OT and SCADA security.

As for NPTI, it is committed to equipping the workforce with the latest technological know-how, said Tripta Thakur Director General, NPTI. The DPR will lay the groundwork for a facility that will provide hands-on training and support the integration of modern technologies in the power sector.

IIT-Kanpur can play a pivotal role in modernising the national power system and ensuring its long-term sustainability and efficiency by leveraging its strong academic foundation, advanced research capabilities, and extensive industry connections.

As OpenGov Asia, the institute and the Defence Research and Development Organisation (DRDO) have also launched the DRDO-Industry-Academia Centre of Excellence (DIA CoE) to drive interdisciplinary research in next-generation defence technologies. Focus areas include flexible substrates, advanced nanomaterials, material design, high-energy materials, and bio-engineering. Directed by Mr. Sanjay Tandon and funded by DRDO, the centre aims to boost self-reliance and innovation in India’s defence sector, translating research into practical national security applications.

India’s rapid digital transformation necessitates a strong focus on data security to maintain trust and ensure sustainable growth in the digital economy. Cybersecurity is a key focus area for the government as services are shifting to the online world. A main enforcer of security is the Computer Emergency Response Team (CERT-In), which operates a round-the-clock Help Desk to address cybersecurity incidents. It also offers Incident Prevention and Response and Security Quality Management services to bolster cybersecurity across various sectors. CERT-In works with service providers, regulators, and law enforcement agencies to combat phishing, fraud, and other cyber threats.

Other initiatives to strengthen cybersecurity include the National Cyber Crime Reporting Portal which sends cybercrimes reports to the relevant state or union territory law enforcement agencies. The Citizen Financial Cyber Fraud Reporting and Management System supports victims of financial fraud through a toll-free helpline number, offering timely support and intervention.

Keeping the public informed about new scams and threats is vital to maintaining cybersecurity. The government has launched a variety of awareness campaigns, including regular alerts and advisories and specialised training for law enforcement personnel, prosecutors, and judicial officers. Furthermore, initiatives have been put in place to enhance cyber forensic facilities that support investigative processes.
